Under general supervision, performs a variety of office, administrative, and general support duties for an assigned county department or work unit; greets office visitors and answers the telephone, providing information and referring visitors/callers to others; operates and uses computers and office equipment; and performs related duties as assigned.

EXTRA HELP – TEMPORARY WORK ASSIGNMENT An individual may be hired as Extra Help Employee for a temporary work assignment at such compensation as determined by County of Lake personnel rules and regulations.  
  • Extra Help Employees are typically hired at an hourly rate of pay at the first step of the salary range.
  • Extra Help Employees are paid only for hours worked.
  • Extra Help Employees are entitled to legally mandated benefits, which does not include paid vacation or holidays.
  • Extra Help Employees do not have status. 
  • Extra Help Employment is temporary and may end at any time.
EXTRA-HELP APPOINTMENT - Extra help positions are limited to no more than 25 hours per week (unless position is considered seasonal) and no more than 900 hours per fiscal year, whether upon certification from an eligible list or upon authorization to appoint any person who meets the minimum qualifications of the classification.

**SEASONAL EMPLOYEE:
An extra help employee who works a seasonal job (tied to an actual season, not just part-year) for a portion of the year and who will not perform any work for the County for at least 26 consecutive weeks between seasons definition is subject to future change as terminology is further defined by the ACA.
  • Employees must be terminated for the 26 weeks that they are not performing any work. 
  • This position will be working 40 hours/week from April - October each year
CalPERS RETIREE: Public Employees’ Retirement Law (PERL). Effective January 1, 2012, Assembly Bill (AB) 1028 amended Government Code (G.C.) sections 21224, 21229, and 21221(h) concerning employment after retirement. If an individual is receiving a CalPERS retirement benefit, the eligibility to work an Extra Help – Temporary Work Assignment may be restricted to only temporary assignments for a special project or backlog of work.

Education and Experience:

Six (6) months of full-time experience in the handling and care of large and small animals is preferred.

ANIMAL CONTROL ASSISTANT

DEFINITION

Under direct supervision, performs office/shelter duties related to the enforcement of County ordinances and state laws governing the licensing, adoption, impounding, and euthanasia of animals; cares and feeds animals in the animal shelter; interacts with volunteers and assists with processing volunteer applications; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

This is a journey level classification where incumbents have responsibility for feeding and caring for animals at the County Animal Shelter, as well as maintaining good public relations.  Incumbents learn to apply state and County regulations concerning the licensing, impounding, adoption, and euthanasia of animals.

SUPERVISION RECEIVED AND EXERCISED

Receives direct supervision from an assigned supervisor.  Exercises no direct supervision over staff.  May provide technical and functional direction to extra help staff and volunteers.

EXAMPLES OF ESSENTIAL DUTIES

  • Takes calls from the public and may dispatch staff to respond to incidents concerning stray, nuisance, dangerous, injured, or dead domestic animals. 
  • Feeds, waters, controls, and cares for all impounded animals in accordance with relevant ordinances and laws.
  • Inspects, cleans, and maintains shelter facilities, including but not limited to cages, pens, and kennel areas.
  • Visually conducts inspections or evaluations and monitors animals to identify and document potential medical issues, signs of illness, abnormal behaviors, infections, and other problems.
  • Monitors animals, looking for signs of sickness, infection, and other problems; quarantines animals when necessary.
  • Assists the public with selecting animals for adoption, ensuring that necessary paperwork is completed.
  • Vaccinates animals impounded in the shelter.
  • Receives and maintains records of animals lost/found, impounded, adopted, and redeemed.
  • Assists with euthanasia of animals in the prescribed manner, according to appropriate laws.
  • May perform some general office support duties.
  • Performs related duties as assigned.
MINIMUM QUALIFICATIONS

Knowledge of:

  • Care and feeding of various breeds of dogs and cats and other domestic animals.
  • Recordkeeping methods and office procedures.
  • Common diseases of animals, including symptoms and care.
  • Basic methods of animal collection and restraint.
  • Safe and efficient handling of large and small animals.
  • Characteristics of animal behavior.
  • Customer service principles and techniques.
  • Good public relations techniques.
  • Proper English spelling, grammar, and punctuation.
  • Written and oral communications skills.
  • Computers and software programs (e.g., Microsoft software applications) to conduct research, assess information, and/or prepare documentation.

Ability to:

  • Read, interpret, and enforce County and state ordinances and laws relating to the licensing, adoption, quarantine, impounding, care, and treatment of animals.
  • Carry out oral and written directions.
  • Operate radio transmission and communications consistent with regulations.
  • Care for animals in the shelter, including sick and injured animals.
  • Read and interpret written material.
  • Perform office support work.
  • Exercise good judgment in handling potentially hostile individuals and situations.
  • Deal tactfully and courteously with the public when providing information and carrying out enforcement responsibilities.
  • Regularly work well under pressure, meeting multiple and sometimes conflicting deadlines.
  • Communicate effectively, both orally and in writing.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
  • Utilize a computer, relevant software applications, and/or other equipment as assigned to perform a variety of work tasks.

Education and Experience:

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Light Work: Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.  If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for light work.  

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Heavy Work: Exerting 50 to 100 pounds of force occasionally, and/or 20 to 50 pounds of force frequently, and/or 10 to 20 pounds of force constantly to move objects. 

Very Heavy Work: Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. 

Positions in this class may require local and statewide travel as necessary.

A successful candidate will be required to submit to and pass a background check prior to the appointment.  Depending upon the position and/or assigned department, the background check may include but is not limited to civil and criminal history check, reference check, Live Scan, and/or credit check (as allowed under state law).  Incumbents in this position may not have any drug or alcohol related felony convictions.

Disaster Service Workers: As members of the County of Lake Emergency Services Organization, all Lake County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and / or County.
