Provides for the overall management of the day-to-day operations and technical support for 911 operations and public safety dispatching services; manages the Public Safety Answering Point (PSAP) and the Computer Aided Dispatch (CAD) system for the County of Kaua‘i; develops and implements policies, procedures and regulations; and performs other related duties as required.Examples of Duties:

Plans, directs and coordinates the day-to-day operations and technical support for the County of Kaua‘i’s 911 operations and public safety dispatching services in accordance with Federal and departmental policies and standards;
Participates in the design, development and maintenance of the overall public safety software systems for Police, Fire and Emergency Medical Services (EMS);
Participates in the preparation of the annual departmental budget, prepares grant reimbursements, contracts, requests for proposal and other requirement documentation identifying needs and potential funding sources;
Develops and recommends plans, policies and procedures to implement objectives;
Evaluates the communications center functions and program requirements to formulate long-range goals and objectives and implements in the strategic plan;
Identifies new technology and recurring maintenance needs;
Provides technical support, direction and coordination as PSAP Manager and CAD Administrator;
Assigns and reviews the work of subordinates; prepares job performance evaluations; recommends personnel actions including hiring, promotion, disciplinary actions and terminations;
Maintains liaison with vendors and manufacturing firms to coordinate acquisition of software and equipment;
Prepares a variety of analytical and statistical reports and correspondence on operations and activities;
Develops and provides training and presentations as required;
May serve on various committees on a Federal, State or County level;
Performs other related duties as assigned.
Minimum Qualifications:
Training and Experience :
A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in public administration, communications, computer science, information systems management or a related field; and
three (3) years of professional work experience in communications center operations or a related field; and
two (2) years of supervisory work experience.
Qualifying Supervisory Work Experience:
Professional work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees.
