Definition of Class
- This position reports to the Director of Human Resources and is responsible for supporting the administration, maintenance and optimization of the County’s Human Resources Information Systems (HRIS). The position provides data analysis and system support to ensure efficient HR operations and accurate employee data management. The role partners with HR staff, IT, and departmental stakeholders to manage HR processes, support reporting needs, and ensure data integrity across all HR platforms.
Duties & Responsibilities
- Serve as the primary HRIS administrator responsible for maintaining system configuration, functionality, and user access.
- Maintain data integrity in HR systems by conducting regular audits, running queries, analyzing data and ensuring accuracy of employee records.
- Research and resolve HRIS system questions and issues for HR staff and departmental end users, coordinating with IT when necessary.
- Implement, test and support updates, upgrades and enhancements for HR software platforms.
- Identify opportunities to improve HR processes through system automation, improved workflows and technology solutions.
- Develop, maintain and distribute standard and ad hoc HR reports using HRIS data.
- Analyze workforce data and provide reports related to staffing levels, turnover, demographics, compliance reporting and other HR metrics.
- Report and analyze EEO data and support compliance reporting requirements.
- Distribute and maintain seniority dates in the HRIS system and provide updated seniority lists in accordance with collective bargaining agreements.
- Assist in the development, documentation and maintenance of HRIS procedures and system documentation.
- Support HR staff with system related processes including employee onboarding, position management and personnel transactions within the HRIS system.
- Assist with testing and implementation of new HR system modules, integrations or software solutions.
- Collaborate with IT and vendors to troubleshoot system issues and implement system improvements.
- Provide HRIS training and guidance to HR staff and other system users as needed.
- Monitor system performance and recommend enhancements to improve system efficiency and reporting capabilities.
- Ensure HRIS processes and system usage comply with applicable laws, regulations, policies and collective bargaining agreements.
- Assist in maintaining data security standards and user access controls within HR systems.
- Monitor and respond to SCHRPP list serve communications as appropriate.
- Propose budget recommendations to HR Director and Deputy Director in regards to HRIS system changes or improvements.
- Performs other related human resources tasks and duties as assigned by the Director of Human Resources or the Deputy Director of Human Resources.

- Strong understanding of Human Resources Information Systems and HR data management practices.
- Ability to analyze and interpret HR data and translate findings into actionable insights.
- Strong technical aptitude and ability to learn and support multiple HR technology platforms.
- Experience with HRIS reporting tools, data queries and workforce analytics.
- Ability to maintain strict confidentiality when working with sensitive employee information.
- Strong organizational and project management skills with the ability to manage multiple priorities.
- Excellent verbal and written communication skills.
- Ability to troubleshoot system issues and work collaboratively with IT and HR staff to resolve problems.

Minimum Requirements
- High School Diploma plus a minimum of two years of responsible experience in Human Resources OR Bachelor’s Degree in Human Resource Management, Public Administration or related field
Preferred Qualifications
- PHR, SPHR, SHRM CP or SHRM SCP certification
- Experience in Human Resources, HRIS Administration, Data Analysis or a related field
