Acceptable Experience and Education

Bachelor’s Degree in Civil Engineering or related field and ten years of professional civil experience, including five (5) years of supervisory or management experience, in the design and construction of bridges, structures, and roads with diverse operations or multiple locations.


Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.


Certificates and Licenses Required

Must have or obtain by date of hire Texas driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso; Possession of a valid State of Texas Professional Engineer License, or equivalent transferable from another state.  

Essential Duties

Supervises department employees, including assigning and reviewing work, training completing performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel;


Selects, motivates, and evaluates department staff; provides or coordinates training and works with employees to correct deficiencies;


Plans, directs, and coordinates, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures;


Directs development and updating of standard operating procedures for division;


Plans, develops and organizes Road & Bridge projects and special project construction and design programs: 


Is responsible for recommending, developing, and administering county paving program;


Ensures policies and methods meet statutory requirements and established engineering principles and standards;


Reviews and interprets current and proposed legislation and regulations in conjunction with County legal staff; 


Conducts and analyzes technological research to advise the Assistant Public Works Director on engineering matters such as County facilities improvement infrastructure development, including nature and estimates of funds needed, feasibility and complexity of projects, and effects on County operations and the general public; 


Recommends solutions, and major operational adjustments in participating in development of department short and long range plans to be determining departmental objectives, priorities and resources required for collaborative attainment of goals; 


Confers with governmental funding agencies on future or ongoing construction projects;


Implements, coordinates and evaluates timely, reliable and economical execution of department functions within available resources; 


Reviews and studies surveys, designs and construction time, labor and cost estimates and consultant and contractor bids on proposals to construct county facilities, bridges, right-of-ways and easements; 


Directs process to approve and recommend changes to engineers construction plans, scheduling multiple projects and reviewing progress costs “as built” plans, field investigations and related records and statistics for adherence to contract timeliness, technical provisions and appropriations.  County construction and renovation quality reviewing departmental activities, maintenance schedules, paving programs and planning for future road construction programs and advising other County departments and elected officials;


Explains to citizens, civic groups, consultants, utilities, planning commissions and regulatory agencies; the department’s services and rules for solving operating problems and rectifying complaints; 


Serves on designated boards to represent County interests and acting as liaison to the United States Army Corps of Engineers;


Conducts cost-benefit analyses, statistical or other analysis such as of project labor requirements and material specifications, and reviewing unit funding requests, proposed program improvements, and set program performance measures; oversees receipt, allocation and expenditure of budgeted, bond and grant funds; oversees preparation of statements of work technical specifications and grant applications; participates in contract awarding and negotiation on engineering matters; administers design, construction and other service contracts;

Implements Department Directives: preparing and presenting comprehensive ad hoc and recurring reports, charts and recommendations about programs and projects with in-depth technical, statistical and cost estimates and results analyses for County officials and executives, and other jurisdictions and agencies; 


Oversees operation and updating of computerized engineering and mapping information, set up and maintenance of engineering library including maps, plans, plats and technical manuals;


Performs miscellaneous related general managerial and professional engineering functions as required;  


Participates in conferences to represent the County on engineering issues and to maintain awareness of technological advances as directed;


Participates in the development of department objectives, priorities and resources;


Directs process to approve and recommend changes to plans; 


Reports to Public Works Director and Deputy Director the division’s services and rules for solving operating problems and rectifying complaints; 


Schedules and implements annual training program for division personnel;


Performs annual audits of maintenance warehouse activities and recommends additions/corrections to programs;


Oversees and maintains EPA standards; responds and implements necessary corrections for environmental notices of violations resulting from performance of division activities;


Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations; 


Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and


Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.



Other Important Duties*

Performs such other related duties as may be assigned.


As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services. 

Summary of Position

The Infrastructure Services Associate Director under the direction of the Infrastructure Services Director is responsible for planning, directing, managing and overseeing the technical and administrative day to day activities and operations of the Road and Bridge division and East Montana Water System. The incumbent is responsible for scheduling work to expedite flow and balance loads; assigning duties and issuing written and oral instructions; checking work for service effectiveness, quality acceptability, policy and procedural conformance; guiding subordinates, correct errors and rectify complaints; appraising performance of direct reports.

Organizational Relationships

Reports to: Infrastructure Services Director


Directs: Road and Bridge Division personnel 


Other: Has frequent contact with elected officials, department heads, department staff, county employees, engineers, architects, contractors, state and municipal officials and employees, citizen groups, other policy-making entities, other agencies, and the general public. 


Minimum Requirements: Knowledge, Skills, and Abilities

Knowledge ofprinciples and practices of supervision, training and performance evaluation; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products; purchasing procedures and policies; administrative budgetary and managerial policies and procedures applied to large governmental or private engineering organizations; civil engineering methods and theories regarding the design and construction of public works; legal and financial issues affecting public works programs; urban and regional land use; pertinent local, state and federal codes, laws and regulations.

Skill/Ability to: analyze and assess programs, policies and operational needs; analyze problems and identify alternative solutions; interpret and apply applicable local, state and federal codes, policies, procedures, rules and regulations;  complete projects on time and within budget; operate personal computer using standard Office operating software and general office equipment; communicate effectively both orally and in writing; make mathematical computations; prepare clear, concise and comprehensive written reports, and staff studies; schedule, supervise, train and evaluate assigned staff; and establish and maintain cooperative and effective relationships with those contacted during the course of work. Pass a Criminal Background Investigation;
