Minimum Qualifications

Acceptable Experience and Education
High school diploma or equivalent, Associates Degree in technical field, and at least five (5) years working experience in HVAC and general building service equipment installation, maintenance and repair; with one (1) year of developmental supervisory or managerial experience in facilities;

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates and Licenses Required
In order to access the County's network and systems, a personal mobile smart device is required by the hire start date.

Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
EPA Universal Technician

Certified in air conditioning and refrigeration technician by the State of Texas

Typical Duties

Essential Duties Characteristic Duties and Responsibilities:
Investigates problems and performs repairs on various mechanical and electrical equipment in heating and cooling system;

As directed supervises department employees, including assigning and reviewing work, training, providing input on performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel;

Performs preventative maintenance on various mechanical and electrical equipment in heating and cooling systems;

Monitors and inspects heating and cooling systems to ensure continued proper operation;

Locates, picks up, and delivers parts required for department needs;

Assists in monitoring the work of lower mechanics by providing instruction and training, serving as information resource and reviewing completed projects;

Checks and changes air filters on a regular basis;

Performs new equipment installations;

Performs annual inspections on large HVAC equipment, to include chillers and boilers;

Monitors and controls temperatures of HVAC systems thru out the county with the use of the E.M.S. (Energy Management System);

Monitors and keeps cooling towers working clean and efficiently;

Works on VFD (Variable Frequency Drive) motors and ensures proper operation;

Performs preventive maintenance to evaluate and assess facility issues, problems and improvements; obtains estimates on both small and large projects; serves as a project lead in the absence of the supervisor;

Performs preventive maintenance on electrical, plumbing and HVAC systems; performs daily, weekly and monthly inspection, testing, certification, maintenance and repairs on these systems; maintains equipment logs for assigned systems;

Assists licensed mechanics in major projects, including installation, renovation, and repair of electrical plumbing, HVAC, electronics, and interior construction;

Replace or repair electronic low voltage electronic equipment;

Oversees and prepares assigned equipment for safe and efficient operating condition by inspecting prior to and after use;

Oversees and as needed paints interior/exterior of facilities; performs rough concrete and carpentry work;

Paints interior/exterior of facilities; paints markings on asphalt, floors or similar surfaces;

Replaces faulty electrical fixtures such as fuses, sockets and switches; makes minor wiring repairs;

Installs and repairs flooring, ceiling tiles, furniture, cubicles, doors, fixtures, and hardware; changes light bulbs, moves furniture, hangs wall fixtures, and assists departments as directed;

Assigns and performs setup and takedown of tables and chairs; arranges conference rooms and building lobby special events; moves furniture;

Assigns and performs preparatory work for painting projects by washing walls, filling in or smoothing surfaces, masking areas, and/or setting up scaffolding;

As assigned utilizes various cleaning, disinfecting and waxing chemicals and compounds;

As assigned fixes leaks and clears stoppages in sinks and toilets;

As assigned may perform routine grounds maintenance and landscaping at multiple County properties;

Operates and maintains a variety of power and hand tools of the various trades and equipment; performs and schedules regular and preventive maintenance and repair for equipment under charge; ensures proper tools, supplies, materials and equipment are ordered/transported to work sites;

Assists in construction to include demolition of site, rough and finish installation of metal track, studs, reinforcement, drywall, tape and bed;

Repairs and replaces windows, doors, gutters, and other building hardware;

Requests needed tools, equipment, supplies and materials to perform assigned tasks; researches and estimates time and materials needed and records time and materials used; prepares assigned equipment for safe and efficient operating condition by inspecting prior to and after use;

Changes filters, balance air or water flow, maintains pumps, repairs and replaces filters, valves, lines or pipes, motors and/or other items;

Troubleshoots, repairs, programs, and maintains security equipment;

Ensures a safe work zone by proper use of signage and cleaning chemicals and equipment;

Inspects work completed by subcontractors to ensure quality and conformance to code;

Performs duties of subordinate personnel or others as necessary to ensure continuity of operations during absences;

Motivates and works with employees to correct deficiencies;

Assists with managing the career development and performance of staff assigned;

Meets with management staff to identify and resolve problems;

Assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures;

May assist in the development and improvement of department procedures;

Attends and participates in meetings, training and information sessions;

Stays abreast of new trends and innovations in the field;

The position requires day/swing/night shift work, work on holidays and weekend, and frequent on call duties;

Performs such other related duties as may be assigned;

May drive a truck or other light vehicle in the course of duties;

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Job Summary

Summary of Position
The Facilities Maintenance Mechanic, Senior-HVAC under general supervision performs a variety of moderately complex to complexrepair, maintenance, installation, and related services involving heating, air conditioning and refrigeration (HVAC) systems, ventilation, piping and fittings, and other similar facility mechanical operating systems. The incumbent also performs routine and preventive facilities maintenance and general repairs as well as assists licensed mechanics in major projects. This designation is distinguished from the Facilities Maintenance Mechanic, Intermediate by greater work complexity and a broader range of work activities. As a senior, member makes decisions and is responsible for assisting with scheduling and overseeing the daily operations of the division.

HOLIDAYS

VACATION
Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.
10 days (1 through less than 5 years of service)
15 days (5 through less than 15 years of service)
20 days (15 years of service or over)


SICK LEAVE
Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.


MISCELLANEOUS PAID LEAVES
Military Leave – 15 days of paid leave per fiscal year for active military service
Bereavement Leave – 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends.

RETIREMENT
Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.


DEFERRED COMPENSATION
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.

LIFE INSURANCE
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.

LONG-TERM DISABILITY
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.

SHORT-TERM DISABILITY
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.

RETIREE HEALTH INSURANCE
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.

EMPLOYEE ASSISTANCE PROGRAM
Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.

SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.

HEALTHY LIFESTYLE REIMBURSEMENT
Reimbursement of $15 per month for 6 months of continuous gym usage.

EDUCATIONAL ASSISTANCE PROGRAM (EdAP)
Reimbursement up to $2000 per calendar year for eligible education expenses.

EMPLOYEE FITNESS AND WELLNESS CENTER
The Employee Fitness and Wellness Center opened in October 2021 at the County Courthouse. The cost is $5 per employee per month.
