What are the responsibilities and job description for the Director of GIS position at County of Clarion?
OVERALL OBJECTIVE OF JOB
To provide GIS mapping and data analysis services to Clarion County, its municipalities, the Clarion County Regional Planning Commission, and others, to encourage sustainable growth and resource management throughout the county.
ESSENTIAL FUNCTIONS OF JOB
- Maintains, updates and creates GIS layers as necessary
- Compiles and synthesizes spatial data into ArcGIS databases.
- Develops and collects attribute data to update and create shape files.
- Maintains, updates and creates GIS databases as new data are collected.
- Performs GIS analysis for county agencies, municipalities, outside agencies and the public.
- Creates, modifies, and updates maps, charts, displays, presentations and graphics using ArcGIS software and other digital media.
- Maintains a working relationship with the Clarion County GIS Specialist.
- Collects data in the field using GPS equipment.
- Uses GPS equipment to create new addresses within the county and maintains the current 911 addresses.
- Works with municipalities to create new Road centerlines within the county for 911.
- Maintains all of the data used for 911 and works to transfer data over to the GIS Data Hub for NexGen 911.
- Works passed normal hours as needed to fix any issues that come up with 911 data and reupload the data to the Hub Site.
- Coordinates and implements mapping support for a variety of specialized projects in the county.
- Prepares reports and other documents for presentation and application.
- Establishes and maintains statistics required within the department in accordance with assigned projects/programs.
- Provides input and makes adjustments to programs and computer applications as required by changes and updates in technology.
- Presents specialized projects/programs to the public and others.
- Generates maps for public sale.
- Provides technical and mapping assistance to local officials regarding floodplain ordinances and floodplain permitting.
- Assists the Community Development Planner as needed for CDBG projects.
- Researches, analyzes, and interprets demographic, land use, and economic data and statistics necessary for the development of reports and comprehensive plans.
OTHER DUTIES OF THE JOB
- Attends trainings and seminars as required.
- Provides administrative support for public meetings.
- Performs other job-related duties as required.
SUPERVISION RECEIVED
Works with considerable independence and receives only occasional instruction from the County Administrator in regard to daily work duties.

WORKING CONDITIONS
- Normally works indoors in adequate work space with adequate temperatures, ventilation and lighting.
- Periodically works outdoors on project specific functions including active and/or inactive construction sites.
- Normal exposure to noise, disruptions, and stress.
- Normal indoor exposure to dust/dirt.
- Travels locally and occasionally longer distances to perform job duties.
- Periodically works beyond normal work hours for agency committee meetings, COG meetings, municipal government meetings and various public meetings.
PHYSICAL AND MENTAL CONDITIONS
- Must possess ability to record, convey and present information, explain procedures, and follow instructions.
- Must be able to sit for long periods throughout the workday with intermittent period of standing, walking, bending, twisting and reaching as necessary to carry out essential job duties.
- Dexterity requirements range from simple to coordinated movements of finger/hands; feet/legs; torso, necessary to carry out job duties.
- Sedentary work with occasional lifting/carrying of objects within a maximum weight of 40 pounds.
- Must be able to pay close attention to details and concentrate on work.
QUALIFICATIONS
- EDUCATION/TRAINING
Must possess a bachelor’s degree in planning, geographic information technology, environmental studies, geography, political science, social science, journalism or a related field, or equivalent experience. Must possess a valid PA driver’s license. Computer knowledge necessary, specifically with ESRI ArcGIS software.
- WORK EXPERIENCE
Must possess at least one year of experience utilizing ESRI ArcGIS software. Some additional experience working in community-related planning, government or business administration is also preferred.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
- Must have a working knowledge and be able to utilize the current version of ESRI ArcGIS Software.
- Knowledge of ESRI Spatial Analyst Software.
- Knowledge of ESRI 3D Analyst Software.
- Maintains a working relationship with the Clarion County GIS Specialist.
- Must have knowledge of cartography practices and principles.
- Must have working knowledge with Land use Data, Zoning and Planning Data.
- Ability to operate GPS equipment.
- Ability to work in a team environment.
- Must be able to speak and comprehend the English language in an understandable manner in order to carry out essential functions of job.
- Must possess good communication and interpersonal skills.
- Must possess initiative and problem solving skills, as well as the ability to function independently, have flexibility and the have the ability to work effectively with the public, applicants, elected and appointed officials, co-workers and others.
- Must possess ability to maintain confidentiality in record to applicant information and records as necessary.
- Must possess the technical knowledge of operating personal computers and other office equipment with accuracy and reasonable speed.
- Must be proficient with Microsoft Office products
- Must possess a willingness to travel as needed to carry out essential job duties.
- Must possess ability to perform mathematical calculations; also maintain statistics and recordkeeping on assigned department projects.
- Must possess some knowledge of research methodology and ability to apply same to job duties.
- Must possess ability to plan, organize and carry out assignments effectively and within reasonable time frames.

- Must possess knowledge of the principles and methods applied to the collecting, reviewing, analyzing and interpreting statistical data.
- Must possess knowledge and ability to prepare charts, maps, graphs and reports and interpret same.
- Must be able to interact effectively with elected and appointed officials, developers, project managers, attorneys, federal, state and local agencies regarding planning and development projects, grant submissions and other projects as required.
