Title: Librarian III – Youth Services Manager
Department: Henrietta Hankin Branch Library
Location: 215 Windgate Drive Chester Springs, PA 19425 ______________________________________________________________________________
This full-time position is responsible for serving children and teens, and their families, in a high-volume, fast-paced branch library. The position will be responsible for planning and presenting story time for preschoolers; developing and leading library programs for elementary students; and assisting with other programs. The librarian will also provide reference and readers’ advisory services.
Management duties include overseeing the daily operation of the Youth Services Department, as well as serving as liaison between library departments
This position requires a Master’s degree from an accredited program in library science, with at least three year’s relevant experience and knowledge of children’s and young adult literature Candidates should have excellent verbal and written communication skills; strong organizational skills; and a dedicated commitment to public and customer service, especially children.
All library positions require the following criminal background and child abuse clearances: Report of criminal history from the Pennsylvania State Police (PSP); Child Abuse History Clearance from the Department of Human Services (Child Abuse); and Fingerprint based federal criminal history submitted through the Pennsylvania State Police or its authorized agent (FBI).

Shift: Hours vary including nights and weekends.
Weekly Hours: 35

- Assist the Librarian IV in directing all phases of the department, including planning, budget preparation, hiring staff, and training.
- Provide direct services to the public and to system libraries using electronic and print resources (these services may be in person or via phone, mail, Email or fax).
- Supervise part-time librarians.
- Evaluate the strengths and weaknesses of the collection using the Washington Library Network Conspectus.
- Develop and maintain the book collection by reading reviews in standard reviewing sources, selecting appropriate new and replacement books, removing outdated or worn books, and analyzing effective use of the area.
- Coordinate the selections of book selectors who are responsible for ordering new and replacement books for the library collection.
- Respond to requests from customers by holding existing materials or ordering requested materials that meet the criteria for inclusion in the collection.
- Assist in maintaining accuracy, currency and completeness of the online library bibliographic catalog by identifying inconsistencies and suggesting clarifications. Train system staff in all aspects of the catalog.
- Maintain the Chester County Library web site by identifying web sites in assigned subject areas, monitoring for prevalence and importance, and recommending improvements.
- Provide training to both Chester County Library and System Library staff on topics such as Readers Advisory Training, using the Conspectus to evaluate collections, and placing holds.
- Maintain records and submit reports in a timely, accurate manner.
- Participate in library committees and individual projects, as assigned, including preparing appropriate reports, guidelines and recommendations.
- Attend conferences, workshops and training sessions to update relevant skills.
- Network with peers and investigate new trends in the publishing industry, such as e-Books.
- Perform other duties, tasks and special projects, as required.
- Bachelor's degree from an accredited college or university, or equivalent combination of education and experience.
- At least three years of job-related experience.
- Pennsylvania Public Library Certificate.
- Strong general knowledge of library science, books, authors, and current cultural trends.
- Understanding of the American Library Association Library Bill of Rights.
- General knowledge of library practices and principles.
- Knowledge of Educational Film Library Association Freedom to View Statement.
- General understanding of holds procedures.
- Knowledge of print, online and electronic resources.
