The Accounts Payable Manager is responsible for the integrity and accuracy of the County's Accounts Payable Module of the PeopleSoft Financial System and SAP Concur Invoice system. The Manager will also supervise the accounts payable staff’s processing of vouchers and production of weekly checks (CCGOV-Primary Business Unit) and semi-annual checks (CCELE-Election Business Unit).

- Review and approve all properly submitted invoices and vouchers for compliance with internal and regulatory requirements.
- Oversee all operations, modifications and testing of the PeopleSoft Administrative and Financial System’s accounts payable module Perceptive Content Imaging System and SAP Concur Invoice system.
- Manage and perform all activities necessary to process the weekly list of checks (CCGOV-Primary Business Unit) and the semi-annual list of checks (CCELE-Election Business Unit).
- Manager prints checks and releases them to the Treasurer’s office for distribution.
- Perform a weekly reconciliation of open vouchers payable to the general ledger.
- Maintain and balance of the PNC PCARD System (ActivePay)
- Maintain data base of County-owned vehicles that have not migrated to fleet management.
- Review daily budget and matching exception reports and manage disposition of exceptions as necessary.
- Oversee monthly tax lien disbursements.
- Oversee tax refunds for the Treasurer and Tax Claim offices.
- Record wire/direct debit transactions provided by Finance personnel.
- Perform the election payment interface within PeopleSoft Financials.
- Approve and oversee maintenance of vendor-requested ACH payment requests.
- Oversee the maintenance of physical contracts.
- Input and maintain details of cancelled checks, stop payments and voids including submission of stop requests to the Treasurer’s office.
- Manage staff by performing all the necessary functions relative to personnel issues and performance evaluations.
- Oversee training of accounts payable staff and educating County departments on standard operating processes.
- Evaluation and delegation of duties to accounts payable team member to best utilize skills.
- Constantly look for quality improvement opportunities within the accounts payable team.
- Perform other duties, tasks and special projects, as required.
- Bachelor's degree from an accredited college or university, or equivalent combination of education and experience.
- Minimum of five years of related job experience.
- Minimum of two years recent managerial experience.
- Strong leadership and supervisory skills.
- Strong working knowledge of GAAP (Generally Accepted Accounting Principles).
- Ability to interface effectively with all levels of County management.
- Strong understanding of fiscal planning.
- Intermediate to advanced math and accounting knowledge.
- General understanding of Human Resource guidelines (FMLA, FLSA, employment guidelines, etc.).
- Excellent verbal and written communication skills.
- Intermediate skill to use a personal computer and various software packages.
- Knowledge and skill with standard office equipment (fax, copier, calculator, etc.).
- Effective customer service related skills.

- Knowledge of PeopleSoft preferable
