BASIC FUNCTIONS:
- Maintain voter registration records. Assist Auditor/Treasurer with elections and election-related tasks. Perform a variety of clerical and administrative support duties. Process documents; maintain records; respond to inquiries and complaints; interpret and administer state statutes and regulations. Provide clerical assistance for special projects and vacation or sick leave backup.
ESSENTIAL FUNCTIONS:
Election Administration
- Assist with coordination of municipal, school, county and state elections, including special and odd-year elections.
- Assist with election administrator and judge training sessions, preparation and administration. Prepare and assemble training materials. Prepare and maintain training records for election administrators and judges.
- Manage and maintain state voter registration system (SVRS), including researching discrepancies and meeting all requirements of federal and state laws.
- Serve as election judge.
- Respond to public inquiries regarding election issues, such as voter registration, precinct boundaries and voting locations.
- Assist with voter registration for new or updated registrations.
- Assist with absentee voting in person, on-line or by mail, including regular, mail precinct and UOCAVA (military and overseas), from registration through collecting and processing the completed ballot.
- Prepare election supplies; maintain proper inventories; assemble election night supplies for precincts; store supplies.
- Ballot preparation, testing and distribution; testing assistive voter and ballot tabulation equipment; print forms and rosters.
- Process rosters and Election Day registrations in SVRS after the election to meet Office of the Secretary of State deadlines.
- Compile election results and abstracts.
- Maintain file of contacts for all local units of government within the County.
Communication with Public
- Serve as a primary source of information for the public regarding elections, voting and voter registration and other departmental responsibilities.
- Respond to inquiries, inform and educate the public in person and by phone, emails and letters regarding departmental processes and procedures and applicable laws and statutes.
- Serve as liaison with the general public, companies and other government agencies to exchange detailed and/or technical information. Maintain working relationships that are essential to the department.
Administrative Support
- Research inquiries from the public and other departments, in person and by phone, emails and letters, regarding property taxes, land transactions, board proceedings, licensing, and other departmental procedures and responsibilities; provide requested information, certifications and reports. Research and correct errors and associated accounts.
- Prepare, distribute and record Board agenda, minutes and actions. Maintain official Board minutes and records; submit to newspapers in a timely fashion.
- Provide administrative assistance for County Board and staff members including coordinating meeting, conference and travel arrangements and processing necessary paperwork.
- Prepare legal advertisements, notices and changes for County Board of Commissioners meetings, election information and other advertisements needed in a timely fashion.
- Prepare, review and maintain county liquor, cigarette, auctioneer, and various other licenses and permits, working directly with the State of Minnesota, townships and businesses to ensure full compliance.
- Maintain and update the Auditor/Treasurer information on the county website.
- Review electronic timecards to ensure accuracy, reasonableness and conformance with relevant payment conditions.
- Perform other receptionist and clerical support tasks for special projects and vacation and sick leave backup.
MINIMUM QUALIFICATIONS:
Education and Experience:
- High school diploma or equivalent.
- Two (2) or more years of full-time accounting/clerical/cashier work experience with demonstrated heavy public contact; governmental accounting experience preferred.
- Or an equivalent combination of education and experience sufficient to perform the essential functions of the job.
Training Required:
- Election administration training, as required by state.
Certificates/Licenses Required:
- Election administration certification.
- Must be bondable and insurable due to cash-handling.
- Valid Driver’s license and proof of insurance
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
- Knowledge of general office operating and organization procedures.
- Knowledge of grammar and spelling sufficient to generate written communication and to interact with the public.
- Knowledge of terminology and concepts unique to the assigned department.
- Knowledge of basic real estate terminology and practices as well as mapping conventions and processes.
- Knowledge of basic accounting practices.
- Knowledge of Licensing including liquor, tobacco, cannabis, fireworks, and auctioneer.
- Knowledge of Election Statutes and Laws along with processes.
- Knowledge of open meeting laws and postings.
- Knowledge of property transfer transactions.
- Skill in public relations and customer service in dealing with the public, resolve issues, effectively manage difficult customers, and explain laws and departmental operations and rules.
- Skill in using Microsoft Office Suite and other office specific software, including strong typing skills.
- Skill and ability to operate and troubleshoot office machines, including computerized equipment.
- Ability to communicate effectively, courteously and professionally with others in person and over the telephone.
- Ability to develop and maintain effective working relationships.
- Ability to organize and prioritize work, pay attention to detail and meet deadlines.
- Ability to maintain confidential information in accordance with legal standards and County regulations.
