Research, contact, negotiate with, and fully coordinate new training experts nationwide to travel to Bucks County for several two-training conferences each year for entire practice and support staff.

- ESSENTIAL FUNCTIONS AND RESPONSIBILITIES**:
- Develop and manage a system to ensure quality of service delivery from Agency staff to its clients.
- Develop and maintain means to evaluate effectiveness of Agency service delivery through outcome-based measures.
- Develop and maintain qualitative and quantitative method of evaluation for primary, in home and out of home services.
- Assess quality assurance system to monitor evidence-based practice of contractors to analyze outcomes for effectiveness and advisability of maintaining programs including instituting outcome base measurements with all of Bucks County's providers.
- Develops and conducts regular review of contracted in-home service provider cases and determines level of service per case.
- Recommends changes in contracted services.
- Identifies deficiencies in current service provision and explores alternative resources to improve program effectiveness.
- Educate staff on various evidence-based practice models.
- Prepare quarterly reports for C&Y Admin and Assistant C&Y Admin on status of Quality Assurance functions and recommends policy and procedural changes.
- Maintain compilation of laws, regulations, and bulletins and disseminate to appropriate staff, and institute an organized system to attain all such documents and to catalog them for accessibility.
- Participate in Human Resource interviewing process for potential new staff when needed
- Ensure staff compliance and understanding of Performance Evaluation Review process.
- Create agency practice and procedures manual.
- Update and keep current Agency practice and procedures manual.
- Collect data and compile information year-round in preparation for annual budget submissions.
- Prepare substantial portions of practice-related narratives for Needs-Based plan and Budget by using data regarding practice and program effectiveness based on evaluation of outcomes.
- Assist with preparation of Agency contracts for Commissioners' approval.
- Maintain system to submit annual contracts in timely manner to Commissioners after obtaining necessary information from contractors, including program descriptions and financial statements.
- Assists in the development of joint contacts between Children and Youth, Juvenile Probation, Mental Health/Developmental Programs and Bucks County Behavioral Health
- Insures contractor compliance with expectations, conditions and terms specified in negotiated contracts.
- Provide technical assistance to providers.
- Communicate year-round with prov ders to evaluate effectiveness including, holding semi-annual training/information meetings for all providers.
- Make site visits to providers to inspect facilities and procedures.
- Maintains ongoing record of service levels for providers assigned for review and program coordination.
- Conduct monthly record reviews to ensure compliance with state and federal requirements.
- Manages expunging of records according to regulatory guidelines
- Oversees clerical staff charged with the filing, clerical duties of filing, expunging, and responding to record-requests from staff.
- Prepare, organize and coordinate each annual DPW/OCYF licensure/inspection and communicate with OCYF Regional Representatives and Agency managerial and supervisory staff to produce cases for review and to respond to questions from OCYF Inspection team.
- Address recommendation for improvement and changes from OCYF inspections.
- Make immediate response to any citations of non-compliance found during inspections.
- Assists with preparation and coordination of any other inspections or reviews that may occur, such as CFSR.
