What are the responsibilities and job description for the Technician Assistant- Conservation position at COUNTY OF BROWN?
JOB REQUIREMENTS: Job Summary Provides technical assistance to
individuals requesting conservation work; contacts landowners and
determines their needs; design and directs the construction of the
practice; analyzes data and performs follow-up calls to landowner;
provides conservation planning and engineering design assistance to
landowners. Assists the County Conservationist with directing,
coordinating, and monitoring Land & Water Conservation programs in an
effort to improve the health and welfare of Brown County residents.
Essential Duties Monitors and reports progress to the State; records
program participation which includes landowner or operator names and
provides proper certification for program participation. Assists with
updating staff on changes which may impact owners if violated; and
maintains current knowledge of issues, concerns, and topics related to
conservation. Assists in administering County ordinances to protect soil
and water resources. This includes conducting inspections for compliance
with state and county rules. Assists with presentations to County
Committees, County Board, DNR, DATCP, State Land Conservation Board, and
legislative committees; assists with the preparation of funding
proposals and submits to appropriate authority; ensures compliance with
local, state, and federal laws governing the same. Assist with Nutrient
Management Plan (NMP) submittal tracking and reporting. Compile NMP
report to DATCP. Assist with the administration of the Farmland
Preservation Program. Assist with inspection and compliance tracking.
Assist landowners with eligibility and compliance documentation. Plans
and implements a variety of different conservation practices; conducts
pollution assessment to measure the severity of the problem; collects
and analyzes data through the use of a computer model; discusses
objectives with the agricultural producer to establish mutual goals;
informs producer of facts, statistics, costs and alternatives to resolve
problems; assists the individual to plan corrective actions by
developing cost share agreements and establishing a practice; ensures
compliance with established and accepted policies, practices, and
procedures. Plans conservation practices to stop and prevent ground &
surface water pollution and reduce soil loss; uses computers,
calculators, and series of pollutant models combined with soil
composition knowledge to decide which action is most suitable; ensures
the accuracy, completeness and timeliness of the same. Assists with land
and waterway surveys by using a Carlson GPS survey unit to measure
distance and elevation; lays out and installs conservation practices by
staking out practices and notifying contractor of elevations needed,
sizes, and dimensions of practice; ensures practice is installed
according to approved construction plans. Assists with the preparation
of funding proposals for department projects. Assist with grant activity
tracking and grant reporting. Prepares and participates in information
and education activities with associations and community groups; makes
presentations to various groups for the purpose of educating citizens on
topics related to conservation and pollution; maintains current
knowledge of rules and regulations governing conservation practices.

principles. Knowledge of accounting and/or bookkeeping. Ability to
analyze data and formulate solutions to erosion and conservation
problems. Ability to interpret aerial photographs. Ability to use
transit and conduct topographical surveys. Ability to promote and
persuade landowners to use proven conservation ideas. Ability to address
hostile citizens and employees in a tactful manner. Ability to establish
and maintain effective working relationships with employees, landowners,
contractors, government officials, and the public. Ability to
