This position is in Health and Human Services under the general supervision of the Children and Family Services Division Manager/Supervisor. This position is responsible for making independent decisions, conducting assessments, developing service plans, providing case management and related work as apparent or assigned. The programs include Foster Care, Kinship Care, Initial Assessment, Ongoing Services, Youth Justice and Access. 

It is unlikely an employee will perform all the duties listed on a regular basis, nor is the list exhaustive in the sense it covers all the duties that an employee may be required to perform.  The examples are merely indicative, not restrictive.


  1. Responsible for providing services, counseling, information, service determinations, assessments, home studies, safety and case decision making in compliance with Wis. State Statutes §48 and 938. Provides recommendations for disposition to the District Attorney, legal counsel and the court.
  2. Facilitates the intake process including intake assessments, interviews, home visits, making collateral professional contacts, etc to determine the range of services needed by individuals and families as required by the Department of Children and Families (DCF) Administrative Codes 56 & 58, applicable DCF Standards and state statutes.

  3. Responsible for case management, counseling, screening, and providing assistance with applications for related services per relevant program requirements by utilizing social work skills and principles. 

  4. Securing and reviewing appropriate related information such as school reports, behavioral health reports, medical records and other documents in compliance with state statutes and confidentiality restrictions. Maintains accurate, timely, detailed agency records and records case data on the applicable database(s).

  5. Operates within a team approach, both informal and formal, with other members of the department and outside agencies and stakeholders to ensure integrated service delivery. 

  6. Participates in statutorily required training for applicable duties, ensures mandatory ongoing training occurs and becomes familiar with state standards and administrative rules including revisions, updates and program requirements to ensure service delivery is in compliance.  

  7. Testifies in court and participates in hearings when necessary. 

  8. Provides juvenile court intake services as required, including outside of business hours on-call rotation and when performing access duties to ensure agency compliance with Wisconsin State Statute 48.067(1). 

  9. Performs other related functions and duties as assigned or required.

Bachelor's degree in social work, sociology, psychology or related field and moderate experience in social work, human services, case management or equivalent combination of education and experience. Possession of State of Wisconsin Social Worker Certification upon hire [Social worker means an individual who holds a social worker certificate granted by the social workers section, 457.01(10)].*  Valid driver’s license in the State of Wisconsin. 


Additional responsibilities may include access to the Department of Justice WORCS system which requires the candidate to complete the mandatory FBI/Adam Walsh background checks; candidates having access to this system must pass additional background checks including an FBI fingerprinting check, to comply with DOJ requirements for accessing sensitive data. This position is required to be a State of WI Juvenile Court Intake Worker within six months of hire.

Thorough knowledge of County and department policies and procedures to include emergency and inclement weather policies; ability to prioritize and manage multiple, concurrent projects; attention to detail and ability to effectively organize time and anticipate, plan and successfully respond to changing circumstances; ability to assist and counsel clients; knowledge of community resources and public programs and benefits; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to operate and use standard office equipment; knowledge and ability to use standard office and position-specific software; ability to effectively communicate both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, supervisors, other departments and the general public. Demonstrate competence related to confidentiality, professional practice standards, research findings, new evidence-based interventions and other innovations for people living in the community. Adherence to social work skills, principles and ethics. 


PHYSICAL DEMANDS

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires repetitive motions and occasionally requires standing, walking and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
