Procurement and Sourcing Manager

Position Summary:

The Procurement and Sourcing Manager is responsible for leading the Corporate Procurement team in their daily activities and strategic business projects, developing and managing Indirect Procurement projects and sourcing strategies using the seven-step strategic sourcing process to achieve business objectives and conduct market research. Duties include overseeing strategic sourcing, managing contracts, conducting commercial negotiations, and handling supplier relationships for ongoing improvement. The role involves monitoring, analyzing, and integrating changes to internal business requirements in relation to external market factors that may affect future performance in the designated spend category, and adjusting the sourcing strategy as needed.

Primary Duties and Responsibilities (not limited to the following):

• Manage people Lead Corporate Procurement Team as individual contributors and cross-functional team members.
• Primary Strategic Category focus:

• Capital Expense Projects
• Strategic Projects - High dollar/High risk
• Turnaround / Planned outages
• Manage high risk business critical commercial agreements and Master Contracts.

• Develop a detailed understanding of CountryMark's business, serve as the source of category insight, content, and process knowledge to support category related business requirements.
• Oversee and direct Contract Management throughout the Indirect Procurement categories.
• Analyze historical spending and supplier performance guiding Procurement Team and advising Materials Management Team.
• Identify and maintain relationships with internal stakeholders and business partners to ensure understanding of current and future business needs; Capital Projects, Operational spend, Strategic projects.
• Collaborate with internal stakeholders and business partners to develop and monitor strategic sourcing plans.
• Oversee benchmarking of key services and materials used throughout CountryMark s business units.
• Develop market analysis including developing strategies to ensure maximum leverage for category purchases, monitoring departmental capacity, and delegating when necessary.
• Identify and maintain relationships with major suppliers to ensure appropriate inclusion in commercial bidding project for maximum benefit.
• Identify and maintain relationships with major category suppliers and industry analysts gathering insight to better understand suppliers key differentiations, digital and optimization roadmaps, and business modes with the goal of identifying opportunities to improve the overall quality and delivery of Procurement products and services.
• Oversee complex category specific sourcing projects including development, implementation and evaluation of the solicitation, negotiations preparation and execution, contract award and implementation, and supplier management.
• Serve as a subject matter expert to lead Procurement Team and coach/advise business in strategic sourcing processes. Collect, develop, and maintain intellectual capital related to strategic sourcing of the categories to include Supplier lists by appropriate subcategory, and sustainable cost improvement processes.

Job Qualifications (refers to job, not incumbent):

Bachelor level degree in business administration, logistics, finance, or related field is required. 7-10 years professional experience in category management, managerial experience is preferred.

Other:

• Expert knowledge of the principles, practices, and methods of the strategic sourcing process.
• Competent knowledge of strategic sources of supply, commodity pricing methods and marketing practices related to procurement and negotiations.
• Competent knowledge of electronic procurement data processing systems (ERP).
• Working knowledge of accounting and record keeping practices as applied to procurement activities.
• Effective oral and written communication skills.
• Proficiency in Microsoft Office platform.
• Effective contract management and procurement project negotiation skills.
• Ability to develop and maintain effective working relationships with associates, officials, employees in other agencies, suppliers, contractors, and the general public.
• Ability to plan, assign and review the work of a team of procurement professionals.
• Ability to analyze and interpret pre-qualification questionnaires and financial statements submitted by bidders.
• Ability to prepare clear, concise reports and analysis on a monthly or as needed basis.
