OVERVIEW
Assignment
This contract Electrical Engineer 1 position will support Operational Excellence and Compliance (TEBO) in the Transmission Services (T) business line at the agency. This Electrical Engineer will review, check, and validate electrical drawings for electrical power substations; review and check electrical drawings for electrical facilities.
Organization
Transmission Engineering Operational Excellence and Compliance (TEBO) is responsible to provide project management (PM) services, change management (CM), business analytics (BA or BSA), compliance, and the Reliability Standards Owner (RSO) for all of TE and, at times, all of Transmission. The organization is responsible to provide performance and metrics dashboards and SharePoint governance for TE. TEBO will facilitate the improvement of TE’s policies, processes, and procedures while maintaining focus on managing change.

ASSIGNMENT RESPONSIBILITIES
• Apply QA/QC methodologies to ensure accuracy, completeness, and adherence to established engineering standards and policies.
• Perform technical reviews of engineering documentation, as-built records, design drawings, and field data, ensuring assets are accurately represented in management systems.
• Evaluate the completeness, consistency, and validity of equipment and configuration data from various sources using engineering judgment and analytical tools.
• Identify data and documentation discrepancies, determine root causes, and recommend corrective actions to maintain data integrity.
• Reconcile data between historical engineering records and digital models to confirm accuracy and traceability.
• Maintain QC procedures, checklists, and desk guides for review criteria and system validation.
• Recommend and implement improvements to data review methodologies, automation, and system validation processes.
• Identify and locate components on drawings, verifying their presence and placement within eGis platforms.
• Cross-reference material specifications on drawings with inspection reports or attribute data linked to LiDAR scans.
• Confirm the overall layout and orientation of equipment and structures in LiDAR scans align with approved design drawings.
• Interpret all symbols, annotations, and notes on drawings related to facility ratings and physical attributes.
• Systematically compare "as-built" conditions (from LiDAR) against "as-designed" conditions (from drawings) to identify deviations and visually identify obvious discrepancies or clashes.
• Verify rating-specific elements against drawings using LiDAR observations.
• Assist in or perform basic feature extraction from LiDAR to facilitate comparisons with drawings.
• Document and maintain all QC records, correspondence, and review documentation.
• Enter discrepancies into an issue tracking system, detailing problems, potential impacts, and recommended actions.
• Communicate findings to engineers, designers, or project managers for investigation and resolution.
• Familiarize with relevant industry standards (e.g., IEEE) and project-specific specifications dictating facility ratings (e.g., electrical capacities).
REQUIREMENTS
Education & Corresponding Experience
• Bachelor of Science degree in Electrical Engineering (from an ABET* accredited school) or directly related engineering discipline.
• Candidates 3 months from graduation will be considered. Proof of degree may be requested after graduation.
• Note: *ABET (Accreditation Board for Engineering and Technology)
• 6 months of experience and knowledge of electrical engineering concepts, principles, and practices.
Required Technical Skills & Experience
• 6 months of engineering experience in designing, analyzing or auditing engineering systems.
• 6 months of experience working with engineering theory and techniques.
