North Dakota State Penitentiary - Human Resources Business Partner - Bismarck, ND

The DOCR is seeking a confident, experienced Human Resources Business Partner (HRBP) to join the team supporting the state’s largest correctional facility, the North Dakota State Penitentiary (NDSP). If you’re looking to use your HR experience in a role where your work can make a meaningful impact, this may be the opportunity for you.


As the HRBP, you will oversee HR for the facility and work closely with leadership to make sure HR practices support NDSP’s operational and workforce needs. You will provide day-to-day HR support to employees and serve as a trusted advisor to supervisors and leadership. You will also:

  • Help plan for staffing and organizational changes, coach leaders, and use workforce data to guide decisions
  • Guide employees and supervisors through workplace concerns such as performance issues, accountability, disciplinary actions, grievances, and conflict
  • Build strong relationships across the facility by getting to know the people you support, answering questions, and addressing concerns before they become bigger problems
  • Work closely with Talent Acquisition and facility leadership to support recruiting, onboarding, retention, and other staffing needs


You will succeed in this role with strong judgment, clear communication, and the ability to stay steady in the challenging environment of a maximum-security correctional facility. You must be comfortable giving clear, legally compliant HR guidance, even when your recommendations are challenged, and handling sensitive situations with confidentiality, professionalism, and integrity. A strong working knowledge of employment laws will help you make fair and consistent decisions while balancing the needs of employees and leadership.


To be considered for this position, you must have:

  • A bachelor’s degree in Human Resources, Business Administration, Public Administration, Criminal Justice, or a related field
  • At least three (3) years of progressively responsible human resources work experience


Preference may be given to applicants with:

  • Prior corrections, law enforcement or state government HR work experience
  • Supervisory or management experience
  • HR certification, such as SHRM-CP, SHRM-SCP, PHR, or SPHR


Location: This position is located on-site in Bismarck, ND. After successful completion of the probationary period, there may be an opportunity for a hybrid workplace structure
