 JOB SUMMARY: 

Under the general direction of the Chief Executive Officer, the VP oversees our Housing Choice Voucher Program comprising over 3,300 vouchers and over $33 million in annual funding.  This position requires understanding of and commitment to the agency and the agency’s mission and vision.  The VP serves as the technical expert on all things HCV and is responsible for day-to-day operations of the division and supervision of the Housing Choice Voucher Program Team.  The position requires excellent organizational and communication skills, and an ability to work positively and cooperatively with the rest of the Management Team, landlords, community partners, and CCHA customers.

 JOB DUTIES AND RESPONSIBILIITES:

  • Ensures successful operation of the program under the supervision of the Executive Director.
  • Ensures all Section 8 functions are completed in a professional, accurate, timely and responsible manner.
  • Serves as Section 8 Program technical expert.         Provides technical assistance and/or resources to Section 8, CCHA staff, and community partners as needed or assigned 
  • Ensures timely compliance with HUD requirements, including intake, recertification, etc. as well as overall program and policy compliance
  • Performs review, analysis, development and implementation of internal controls, policies and procedures for the department and the Section 8 Admin Plan
  • Participates in CCHA at Informal Hearings
  • Supervises staff including delegating work, reviewing work, maintaining deadlines, training and scheduling
  • Conducts quality control reviews for accuracy and adherence to policies, procedures and regulations; Audits files for SEMAP quarterly
  • Reviews program violations, terminations, patterns and trends and represents 
  • Actively recruits and retains private landlords or other affordable housing services providers in the area.
  • Hosts CCHA’s Star Upward Mobility Program
  • Ensures preparation of various reports, budgets and statistical information to the Chief Financial Officer, Chief Executive Officer
  • Communicates professionally and effectively with CEO, peers, staff, community partners as well as program applicants and participants.
  • Serves professionally and effectively as an active member of the CCHA Executive Management Team
  • Performs other related duties and responsibilities as assigned.

 KNOWLEDGE, SKILLS AND ABILITIES:

  • Working knowledge of Section 8 Housing Choice Voucher Program operations and their role in providing community services.
  • YARDI, PIC, EIV
  • Technical expertise
  • HQS (and similar) expertise
  • Thorough knowledge of principles and techniques of administrative analysis with proven skills in leadership, supervision, personnel administration and finance.
  • Use of a personal computer with emphasis on Microsoft, Excel, HUD reporting systems, and Yardi
  • Exceptional analytical ability. 
  • Ability to plan and organize departmental operations and personal workload
  • Ability to maintain positive working relationships and demonstrate good judgment and integrity with staff, residents, and the public.
  • Ability to deal effectively with diverse groups and individuals
  • Ability to communicate effectively both orally and in writing.
  • Ability to address the public and present information in a clear, organized, and convincing manner.
  • Physical Demands: Primarily sedentary in nature, involving normal risks and discomforts associated with an office environment, with occasional lifting or moving of small objects of approximately 10-25 pounds; sitting, standing, walking, talking, hearing, and fingering.  

 MINIMUM REQUIREMENTS:

  • Bachelor Degree in Business, Public Administration or a related field and four (4) years of related experience, including supervisory experience. An equivalent combination of directly related education and experience may be substituted for the degree.  
  • Eight (8) or more years in progressively professional/managerial positions.
  • Certified as a Section 8 Housing Manager or become certified within one (1) year of hire.  
  • Must hold a valid Texas Driver’s License and maintain a satisfactory driver’s record. May operate Authority vehicle while on Housing Authority business.
  • Ability to work a flexible schedule, hours other than 8-5 in variable weather conditions, and other hours in addition to the forty (40) hour work week, to include evenings and weekends, as required to meet Housing Authority goals and objectives.

 PREFERRED EXPERIENCE:

  • Bilingual (Spanish)
  • Master’s Degree
  • Enrolled or completed CEO/Executive Director Education Program
