Overall Assignment Description: Ensure the In-Place Monitoring System (IPMS) console is staffed as well asresolution of all signals and anomalies that meet the established threat threshold within timeframes establishedby the NGA TSCM Program Manager. Resolved signals are to be detailed in monthly and quarterly reporting.Ensure reporting of IPMS console health status when operational capability is diminished. Will ensure allrequired IPMS and Signal of Interest reports are complete with minimal errors and that all processes, activities,and report are conducted within established time frames. Additionally, ensure IPMS related activities supportthe NGA TSCM program, TSSC modernization goals, and Office of Counterintelligence Technical CI Division.Maintain familiarization with all governing national and agency level policies, ensuring compliance with allfacets of reporting and training requirements as well as all other regulatory guidelines.Duties may include:• Familiarity with current TSCM and CI policy• Operate, maintain, and troubleshoot the garrison IPMS, resolve and coordinate IPMS anomalies with TSCMpersonnel• Research and investigate new or improved industry practices and tradecraft for application to the agencyIPMS programs/operations• Conduct Daily IPMS activities which can include:• Perform daily tactical analysis according to procedure guide and established timeframes• Perform strategic analysis according to procedure guide and within established timeframes• Perform daily, monthly and annual operations and maintenance tasks according to established policies andtimeframes• Identify and troubleshoot system malfunctions and report findings/status to customer• Perform Radio Frequency signal of interest related searches• Assess and locate signals of interested discovered during surveys, system notification and IPMS operations• Conduct TSCM operations consistent with National and DoD policies governing the employment of TSCMtactics, techniques, and procedures- Ensure NGA compliance with ICD 705, Physical Security Standards for SCIFs, and DoD standards forcollateral areas- Identify physical and acoustical security deficiencies and develop corrective actions to mitigate theidentified deficiencies- Analyze complex physical and technical security issues and provide cost-effective recommendationsthat meet policy requirements- Provide recommendations and guidance for NGA facilities under construction• Assist with maintenance and day-to-day monitoring of IPMS program in order to maintain missionfunctionality and authorization to operate in the enterprise environment- Assist in determining best practices related to IPMS and wireless efforts- Conduct IPMS operations consistent with National and DoD policies governing the employment ofTSCM tactics, techniques, and procedures- Ensure all personnel assigned to the IPMS mission are trained in accordance with National standards forthe conduct of TSCM operations and are qualified to operate the in-garrison IPMS as well as understand and comply with IPMS regulationsSkills and Experience:Required:• Demonstrated experience writing and editing of technical documents• Shall have experience with RF theory and direction finding• Shall have an Interagency Training Center (ITC) TSCM Certification• Shall complete at least 40 hours of discipline-specific development or refresher training every fiscal year.The training delivery may include classroom, on-line, or commercially-available training, or exercise. TheNGA customer will sponsor Government-offered, discipline-specific development or refresher training IAWNational and DoD standards.• Shall meet minimum training requirements, within one calendar year of assignment, for access to DoDnetworks in accordance with DoDD 8140.01, by attaining and maintaining at least baseline certification forDoD 8570.01-M Information Assurance Technician Level II (IAT2) compliance, at the sole expense of thecontractorDesired:• Possess a Bachelor's degree in Computer Science, Engineering or a related technical discipline• Be a credentialed graduate of an accredited federal or DoD CI training academy (ex.
