The Program Manager will oversee the design, implementation, monitoring, and evaluation of the PAVE initiative, which focuses on preventing addiction, vaping, and e-substance misuse among youth in Robeson County. This role ensures that CORE’s prevention, awareness, and capacity-building goals are met by coordinating with community-based organizations (CBOs), schools, healthcare providers, tribal leaders, and families. The Program Manager will be responsible for achieving measurable outcomes tied to increasing awareness of substance misuse risks and strengthening local organizations’ ability to implement youth-responsive prevention strategies.
Main Responsibilities:
Program Leadership & Implementation
- Lead day-to-day management of the PAVE initiative, ensuring activities align with CORE’s mission and donor requirements.
- Coordinate prevention campaigns, community awareness events, and peer discussion groups to achieve program objectives.
- Manage training and technical assistance for CBO leaders on youth-responsive prevention strategies, supporting program objectives.
- Develop and strengthen partnerships with local schools, tribal organizations, youth-serving agencies, and healthcare providers.
Monitoring, Evaluation, and Reporting
- Oversee data collection and analysis for project objectives, disaggregated by sex and age, in line with grant requirements.
- Track campaign reach, training completion rates, and knowledge assessments to demonstrate impact.
- Prepare narrative and financial reports for funders, community stakeholders, and CORE leadership.
Capacity Building & Technical Support
- Facilitate workshops and training sessions for CBO staff and community leaders on identification mechanisms and prevention strategies.
- Provide ongoing coaching and mentorship to strengthen CBO prevention plans.
- Ensure culturally responsive and youth-centered approaches are embedded in program activities.
Community Engagement & Advocacy
- Serve as the primary liaison with community partners, fostering collaboration and buy-in.
- Lead outreach strategies that amplify prevention messaging and connect families to opioid rehabilitation and support resources.
- Represent CORE in community coalitions, advisory boards, and public forums.
Management & Supervision
- Supervise program staff, interns, and volunteers assigned to the PAVE initiative.
- Manage program budget and ensure expenditures comply with funder and CORE guidelines.
- Support grant writing and sustainability planning for continuation of prevention efforts.
Scope of Travel:
Hybrid position with travel required around Robeson County.
Qualifications:
- Bachelor’s degree in Public Health, Social Work, Education, or related field.
- Minimum 3–5 years of experience in program management, community health, or youth substance misuse prevention.
- Strong knowledge of prevention science, harm reduction, and culturally responsive approaches.
- Experience working with community-based organizations, particularly in rural or tribal communities.
- Excellent skills in partnership building, facilitation, and community engagement.
- Strong written and verbal communication, including grant reporting.
Experience:
- Experience working with rural and tribal communities, particularly Robeson County and the Lumbee Tribe.
- Familiarity with harm reduction, trauma-informed care, and culturally responsive approaches.
- Previous experience with grant-funded programs and budget oversight.
- Experience leading youth-responsive initiatives or campaigns targeting substance misuse prevention.
