Service Director/Township Highway Superintendent

STATEMENT OF JOB

The Service Director/Township Highway Superintendent carries out responsibilities under the general direction of the Board of Township Trustees. The Service Director/Highway Superintendent is responsible for determining personnel, equipment, and supply needs of the Service Department that are necessary to maintain Township roads, facilities, cemeteries, parks and any other duties as assigned by the Board of Trustees.

DUTIES AND RESPONSIBILITIES 

·        Responsible for the maintenance and repair of township roads, as well as the ditches, culverts, and storm sewers pertinent to the roads.                                        

·        Schedule work, maintain equipment, and supervise work at job sites.

·        Maintain records, reports and proposals.

·        Prepare bid specifications for road-related projects (i.e., paving, sewer, culverts) that outside contractors would perform.                                                                

·        Develop and maintain the Service Department budget.

·        Determine personnel, equipment and supply needs on an on-going basis.

·        Maintain sufficient inventory of supplies necessary to maintain roads.    

·        Propose recommendations to the Board of Trustees.                                          

·        Schedule and assist in the performance of maintenance of heavy and lightweight equipment.

·        Report activities of road maintenance and on-going projects, on regular basis, to the Board of Trustees.   

·        Other duties as assigned by the Trustees from time to time.  

·        On call twenty-four (24) hours a day throughout the year.

·        Road Maintenance

o  Determines the miles of roads that need resurfacing and allocate resources to those in most need of repair.

o  Performs a number of related tasks necessary to supervise Service Department personnel.

o  Must have the ability to perform physical labor and operate equipment as necessary.

o  Responds to emergency road situations, keeping Township roads cleared of snow and ice, assisting at Haz-Mat spills when called upon, overseeing road clean-up in the event of flooding or sewer problems, keeping township roads in safe condition year-round.

o  Ability to operate snow removal equipment.                                          

o  Make and replace street signs and posts as needed.                                                                              

o  Perform any other related duties necessary in maintaining Township roads.

·        Facilities

o  Responsible for all Township buildings and grounds maintenance.                                                    

o  Prepare bids for outside contractors, when necessary, and supervises work of contractor.

o  Review and recommend outside contractor to the Trustees.                                                                 

o  Keep the Board of Trustees informed of building conditions and all necessary repairs for routine maintenance.                                                                  

·        Recycle

o  Responsible for day-to-day operations of recycling.                                                                    

o  Schedule work, and supervises recycle personnel.                                  

o  Develop and maintain the recycle budget.                                                                       

o  Schedule and assist in the performance of and maintenance of recycle equipment.           

o  Regularly report the recycle activities to the Board of Trustees.                                      

·        Cemeteries

o  Supervise and oversee maintenance of all Township cemetery grounds.              

o  Supervise all personnel necessary for the maintenance of the cemeteries.                        

o  Maintain all records as required by law.                                    

o  Report activities to the Board of Trustees.

·        Parks

o  Supervise and oversee maintenance of Township parks.

o  Supervise all personnel necessary for the maintenance of the parks.   

o  Report activities, on regular basis, to the Board of Trustees.                               

KNOWLEDGE, SKILLS AND ABILITIES

·        Knowledge of methods, materials, equipment, and practices of road maintenance, building maintenance, facilities maintenance and cemetery/park maintenance.                            

• Supervisory experience.
• Ability to communicate effectively with the public and personnel.
• Ability to prioritize.
• Ability to provide personnel with clear and concise, oral and written instructions.           
• Ability to direct personnel in long and short-term projects.
• Ability to project supply and resource needs and budget available resources in an efficient manner.
• Ability to operate job-related equipment, possess mechanical skills, as well as ability to maintain and repair equipment.

PHYSICAL AND OTHER REQUIREMENTS

·     Capable of performing physically intensive labor under adverse conditions, (inclement weather, dust, dirt, etc.)

·     Experience in the aforementioned duties and responsibilities desirable.                                  

·     Ability to manage people in a unionized environment.

EDUCATION

·     High school diploma or GED.

·     Bachelor’s Degree in related field desirable; could be obtained after hire.

LICENSE OR CERTIFICATION

·     Possess a valid Ohio Driver’s License. Maintain a good driving record.

·     NIMS Certification (training will be provided).
