General Functions:
The Case Manager oversees supervised family interactions within a safe, structured, and supportive environment for children and youth referred to CITC's Family Contact Program by the Office of Children's Services (OCS). This role schedules and coordinates visitation between children in out-of-home placements and their biological parents, foster parents, extended family members, and other approved individuals.  The Case Manager develops opportunities that provide direct supervision and parental coaching to support healthy family engagement and reunification efforts. The position plays a critical role in maintaining child safety while fostering family connections and promoting successful reunification outcomes.
 
Duties and Responsibilities:
  • Gather necessary information by interviewing participants, reviewing the Family Contact Plan, and completing relevant assessments and evaluation tools.
  • Coordinate family contact services by communicating with visiting parents, foster parents, OCS, Tribal ICWA workers, and other legal parties.
  • Provide transportation to participants as needed to access services, including transporting infants and children while ensuring proper car seat safety.
  • Support the development of Family Contact Plans in partnership with OCS Protective Services Specialists by establishing behaviorally specific, short-term, and measurable goals.
  • Provide structure for Family Contact by facilitating interactions at designated supervision levels to ensure safety and appropriateness.
  • Promote participants' skill development by identifying behavior patterns, introducing alternative options, and demonstrating new parenting techniques.
  • Create and maintain case records by documenting participants' situations and actions objectively in observation reports and other required documentation.
  • Provide accurate and timely verbal and written feedback to participants, OCS staff, ICWA Workers, and other pertinent legal parties as authorized.
  • Maintain strict confidentiality according to regulations, policies, and procedures.
  • Perform all related duties as needed and assigned.

  • Proficient with computers including word processing, email communication, internet resources, spreadsheets, and case management systems.
  • Familiar with child welfare systems and family dynamics.
  • Familiar with community resources and CITC services.
  • Experience in child development and effective parent coaching strategies.
  • Ability to work a flexible schedule, including evenings.
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
Minimum Core Competencies:

Minimum Qualifications:
  • Continued employment is contingent upon completion of a satisfactory state and federal fingerprint criminal background check.
  • Associate's degree in Human Services or related field. Relevant work experience may substitute for the education requirement on a year-for-year basis.
  • 2 years of experience working with families, children, or children in need of aid cases.
  • Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.
 
Physical Requirements:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
  • May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
  • The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
  • Must be able to lift up to 50 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
