Job Summary

The Chief Nursing Executive is responsible for nursing practice throughout Cook County Health (CCH)
by establishing patient care guidelines and a framework of nursing policies and procedures designed
to provide overall guidance and direction to the nursing organization and the clinical practice of
nursing
for CCH.


General Administrative Responsibilities

Collective Bargaining

  • Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals

  • Participate in collective bargaining negotiations, caucus discussions and working meetings

Discipline

  • Document, recommend and effectuate discipline at all levels

  • Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements

  • Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements

Supervision

  • Direct and effectuate CCH management policies and practices

  • Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements

Management

  • Contribute to the management of CCH staff and CCH’ systemic development and success

  • Discuss and develop CCH system policy and procedure

  • Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements

  • Work with Labor Relations to discern past practice when necessary

Typical Duties

Organizational Leadership
  • Works effectively in a dynamic executive environment across a complex matrix organization,
fostering collaboration within and across CCH by maintaining positive relationships and utilizing
effective problem-solving skills.
  • Provide solution-oriented, strategic business advice and options to the executive team to help
drive performance improvement and operational efficiency.
  • Proactively provides CCH professional nursing insight to ensure standardized consistent approach
for professional nurses throughout CCH.
  • Promotes a trusting environment and developing relationships with leaders and physicians
throughout CCH.
  • Formulates operational plans to achieve the future goals for nursing services as set forth in
the CCH strategic plan.
  • Achieves organizational goals and effectively influencing change through the use of knowledge,
data and personal influence.
  • Provides clear direction, establishing priorities, defining relationships, and clarifying roles
within a complex and dynamic organization.
  • Collaborates with Executive Leadership to identify, develop, and advance strategies that enhance
the value proposition of care delivery across CCH.
  • Guides the growth and development of nursing leadership (individually and collectively) through
mentoring, shared decision making, problem solving and individual and team development plans.

Strategic Planning
  • Develops, implements, and comprehensive system Nursing Strategic plan that aligns to the system
key Purposes and Objectives.
  • Develops and articulates a vision for nursing that includes defined strategies and outcomes for
nursing practice and professional development.
  • Actively participating in strategic planning processes for the organization, developing programs
and services that address health care needs.
  • Translates the strategic goals into tactical plans for nursing and other clinical
areas.
  • Provides leadership in developing the plan for the recruitment and retention of nursing,
ensuring enough qualified staff members are available to meet the needs of patients.

Effective Patient Care
  • Interacts with the Board, management, medical staff and other organizational leaders in
representing and advocating for the delivery of the highest quality patient care and professional
nursing practice.
  • Provides leadership in development, implementation and evaluation of organizational mechanisms
and systems that impact the delivery of quality patient care.
  • Proactively analyzes and interprets data, compared to appropriate metrics and provides direction
to clinical leadership as warranted.

Implements and supports a nursing care delivery system that facilitates quality patient care and
the effective use of human, financial and technological resources.
  • Develops and maintains a professional practice model that supports nursing collaboration with
physicians and other clinical disciplines.
  • Leads and contributes to a long-term comprehensive workforce development plan working with
internal and external stakeholders to develop plans for future clinical and leadership development.
  • Ensures systems are in place that enforce/reinforce shared responsibilities for delivering
desired outcomes.
  • Demonstrates and communicates a commitment to performance improvement through systematic outcome
monitoring of both administrative and clinical data affecting patient care, resource management and
professional development.

Quality, Practice and Environment
  • Creates the infrastructure and process for developing patient care programs, policies and
procedures, ensuring that they address how patients’ nursing care needs are identified and met.
  • Ensures nursing compliance with regulatory, accrediting and legislative mandates.
  • Develops an integrated and strategic approach to systems, processes, and tools to enhance staff
efficiency, foster further consideration, increase reliability, and improve performance.
  • Provides alignment for the successful development of CCH nursing leadership focused on Quality
Patient Experience, Clinical Growth, and Financial Goals.
  • Partners with other clinical leaders to ensure that patient care is delivered according to
industry leading practice standards using evidence-based practice guiding principles.

Clinical Nursing Practice
  • Ensures excellence in patient care delivery and implementing evidence-based practices.
  • Utilizes current “best practice” information on the delivery of nursing care.
  • Defines the processes for developing, reviewing and approving all nursing policies and
procedures, standards of patient care and standards of nursing practice.
  • Collaborates with the Medical Executive Committee regarding policies and practices related to
the management of patient care.
  • Creates professional nursing service expectations that achieve that expected patient experience,
support the recruitment, retention and medical staff partnerships.
  • Fosters an adaptive culture that embrace innovation and continuous improvement while managing
change initiatives within the nursing divisions

Education & Research
  • Develops and maintains systems that ensure the appropriate orientation and ongoing education of
clinical staff.
  • Establishes and maintains professional liaisons with educational institutions to promote the
exchange of resources and collaboration between service and education.
  • Creates an environment that values and engages nursing research in the development of best
practices for the design of policies and procedures, standards of care and clinical
decision-making.


Reporting Relationship

Reports to Executive Chief Clinical Officer


Minimum Qualifications

  • Master’s degree in Nursing, Healthcare Administration, Business Administration or related field
    from an accredited college or university
    • A current and valid Licensed Registered Professional Nursing in the State of Illinois no later
    than two (2) weeks prior to starting employment
    • Seven (7) years of progressive nursing leadership experience in a large hospital or health care
    system to include three (3) years of senior management experience or above


Preferred Qualifications

  • Ten (10) years of Nursing Management experience, preferably in a senior leadership role such
    as a Chief Nursing Officer


Knowledge, Skills, Abilities and Other Characteristics

  • In-depth knowledge of nursing and nursing administration.
  • Working knowledge of hospital organization and operations, administrative standards, regulations
and practices within three months of job assignment.
  • A thorough knowledge of state and federal laws, rules and regulations including the IDPH
Administrative Code, Centers for Medicare and Medicaid, The Joint Commission, Hospital Licensing
Act and Annual Patient Safety Goals
  • Excellent verbal and written communication skills necessary to communicate with all levels of
staff and a patient population composed of diverse cultures and age groups
  • Strong interpersonal skills necessary for interfacing with management at all levels of the
organization, building relationships within CCHHS and with external agencies
  • Exceptional organizational skills and the ability to prioritize, plan, and organize projects and
tasks
  • Demonstrate analytical and organizational, problem-solving, decision-making, critical thinking,
and conflict management/resolution skills
  • Excellent program development, management, and leadership skills
  • Ability to maintain a professional demeanor and composure when challenged
  • Provides care to patient population in accordance with the current State of Illinois Nursing
Practice Act, established protocols, multidisciplinary plan of care and clinical area specific
standards.
  • Demonstrated leadership ability.
  • Ability to express ideas and views effectively and persuasively in hospital staff and
public.
  • Ability to gather and analyze data to make appropriate and effective decisions.
  • Ability to participate in recruiting, developing and motivating people.
  • Ability to evaluate the broad perspective of issues in terms of consequences and scope when
planning for the future and responding to problems
  • Demonstrates respect and sensitivity for cultural diversity and working with employees,
co-workers, patients, clients of diverse backgrounds
  • Demonstrated ability to prepare written material for internal or external use


Physical and Environmental Demands

This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements. This includes but is not limited to the following policies and procedures: complying with Personal Protective Equipment requirements, hand washing and sanitizing practices, complying with department specific engineering and work practice controls and any other work area safety precautions as specified by hospital wide policy and departmental procedures.
