Cook County Office of the President is seeking an experienced Manager, Diversity, Equity, and Inclusion Training, responsible for leading and managing the County’s centralized Diversity, Equity, and Inclusion (DEI) training program by designing, developing, and delivering training aligned with organizational strategic goals. This position is in the Office of the Cook County Board President. As such, this position involves policymaking or implementation related to the administration's political and policy views, and/or requires a high-level of confidentiality such that political affiliation is an appropriate consideration for the effective performance of the job.

Minimum Qualifications
Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.

Typical Job Duties
- Develop and execute a County-wide DEI training program roadmap, aligning initiatives with organizational priorities and compliance requirements.
- Establish program governance, timelines, and performance metrics to ensure accountability and continuous improvement.
- Design and maintain a DEI training catalog that includes foundational and advanced content tailored to diverse employee roles, classification, and career levels, ensuring ongoing learning and development opportunities beyond onboarding.
- Oversee the development of interactive learning experiences using tools such as Articulate Storyline, Rise, or similar instructional design platforms to create engaging and interactive learning content.
- Deliver training through multiple formats, including in-person sessions, virtual classrooms, and asynchronous modules delivered through a Learning Management System (LMS).
- Apply adult learning principles to design and deliver effective training programs that support knowledge retention and skill development.
- Evaluate and monitor training effectiveness by tracking metrics and outcomes, collecting feedback, and analyzing qualitative and quantitative data.
- Implement structured evaluation models such as the Kirkpatrick Model or similar frameworks, to measure training effectiveness and support continuous program improvement.
- Lead cross-functional projects and working groups to implement DEI training initiatives across departments and manage stakeholder communications to drive program adoption and alignment.
- Partner with HR, bureau/department leaders, and subject matter experts to embed DEI principles into supervisory development and departmental practices.
- Ensure all training efforts align with County policies, legal requirements, and government procedures.

Minimum Qualifications
- Graduation from an accredited college or university with a Bachelor's Degree or higher and
- Five (5) years of experience developing and facilitating training or workforce development initiatives, or directly related experience or
- An equivalent combination of education and/or experience.
- Seven (7) years of experience developing and facilitating training or workforce development initiatives.
- Knowledge of diversity, equity, and inclusion frameworks, especially within a public sector or policy-driven environment.
- Ability to leverage data and evaluation metrics to assess training effectiveness and inform continuous improvement. Knowledge of research and data analysis methodologies in DEI.
- Understanding of adult learning and instructional design methodologies, including experience with models such as ADDIE, SAM, or agile learning design, to support diverse learning styles.
- Facilitation skills through virtual, in-person, and asynchronous training modalities.
- Ability to design visually engaging and functional training materials.
- Familiarity with Learning Management Systems (LMS) and digital training tools.
- Knowledge of government processes and the unique needs of a public sector workforce ensuring training aligns with legal and organizational standards.
- Creative, collaborative mindset with strong interpersonal and communication skills.
