We are in a phase of building and strengthening our HR infrastructure and are looking for someone who can roll up their sleeves, create structure where it doesn’t exist, and help us scale the right way.
Position Summary
This is not a traditional HR role.
The Manager, HR Compliance & Employer Branding will be responsible for building, implementing, and sustaining compliance practices across a multi-state, multi-site operation (California, Arizona, Nevada), while also helping shape and elevate how we show up as an employer.
This role requires someone who is both detail-oriented and creative—able to mitigate risk, interpret complex employment laws, and also tell our story in a way that attracts talent.
What You’ll Do
Build & Own HR Compliance
- Ensure compliance with federal, state (CA, AZ, NV), and local (city/county) employment laws, including wage and hour, living wage ordinances, and industry-specific requirements
- Stay ahead of new and evolving legislation and translate it into practical, field-ready guidance
- Conduct audits (I-9, wage & hour, classifications, personnel files) and implement corrective actions
- Partner directly with field leadership to ensure compliance in fast-paced, multi-site environments
- Help standardize policies, processes, and documentation where there is currently limited structure
- Support employee relations and investigations with a compliance-first mindset
- Reduce organizational risk through proactive education, tools, and accountability
Shape Our Employer Brand
- Help define and build our employer brand from the ground up
- Partner with Talent Acquisition to improve how we attract candidates in competitive hourly labor markets
- Manage and enhance presence on platforms like Glassdoor and Indeed
- Create and promote employee success stories, growth paths, and culture highlights
- Support social media and recruiting campaigns
- Identify gaps in candidate experience and recommend improvements.
What We’re Looking For
- 3-5 years of relevant experience in HR, compliance, legal, or related areas, OR a combination of branding/marketing experience with a degree or focus in employment law or compliance.
- Experience supporting multi-unit, multi-site, high-volume environments
- Strong working knowledge of California labor law (AZ/NV exposure a plus)
- Comfortable in ambiguity and able to build processes from scratch
- Ability to balance hands-on execution with strategic thinking
- Strong judgment and accountability
- Excellent communication skills
Nice to Have
- Experience with employer branding or recruitment marketing
- Exposure to PAGA risk mitigation
- Bilingual (English/Spanish)
Work Environment
- Hybrid role based out of Brea, CA
- Occasional travel within CA, AZ, and NV
