JOB DESCRIPTION: Labor Compliance Assistant
POSITION
Contract Administrative Services, Inc. (CASI) is looking to fill a full-time position for a Labor Compliance Assistant (LCA). The LCA provides oversight and assistance to our clients’ labor compliance operations. This position ensures compliance has been met in accordance with the Davis-Bacon Act and other state and federal governmental labor requirements.
Due to the nature of the job, we are looking for someone conscientious, reliable, and honest. Experience within this industry is not required; however, the candidate must be a teachable individual willing to learn as they go. Once trained, this individual will have a working knowledge of fringe benefits, prevailing wage, union reports, and compliance reporting. Primary responsibilities include review of Certified Payroll Reports and related documents, identification of instances of non-compliance, and preparation of comprehensive reports to communicate findings. A combination of education/experience will be considered.

JOB DESCRIPTION
- Maintain understanding of all decisions and determinations issued by the California Department of Industrial Relations (DIR).
- Collect and review Certified Payroll Reports (CPR) and supporting documentation (statements of compliance, fringe benefit statements, apprentice certification, etc.) submitted by prime and subcontractors.
- Facilitate the proper reporting of prevailing wages, fringe benefits, apprentice utilization, and craft classifications.
- Cross-reference daily logs submitted by lead inspectors with certified payroll reports.
- Conduct site visits for construction worker interviews to monitor work classifications and actual duties performed.
- Record minutes for progress meetings on assigned projects.

REQUIRED QUALIFICATIONS
- Must have reliable transportation.
- Must have access to reliable internet at home.
- Proficient in MS Excel, Word, and Outlook.

PREFERRED QUALIFICATIONS / APPLICABLE EXPERIENCES
- Experience with public works prevailing wage enforcement, analysis, auditing, supervisory and administrative skills.
- Experience in data collection and support, compliance analysis, scheduling, information management, and/or data reporting.
- Previous experience with labor unions and in construction industry.
- Coursework in business, law, public administration, communication, or accounting.
PHYSICAL REQUIREMENTS
- Extended visual use of a computer screen.
- Most time spent in an indoor office environment or home office for prolonged periods of time.
- Occasional lifting of files and boxes up to 20 lbs.
- Weekly job site travel. Must be comfortable with physical proximity to construction sites. Must observe all safety rules and regulations.
