Role Description
This is a full-time role for a Health Plan Sales and Outreach Manager located in Martinez, CA. We're looking for an experienced Sales and Outreach Manager to lead Medicare marketing and sales for Contra Costa Health Plan's new D-SNP program. This role oversees Medicare sales representatives and brokers, drives direct sales and enrollment activities, ensures compliance with CMS marketing regulations, and supports the development of marketing materials and messaging. It's a unique opportunity to help build a new program from the ground up while serving the community and improving access to care for seniors and individuals with complex needs.
Responsibilities
- Lead and manage Medicare and D-SNP sales, outreach, and enrollment activities
- Supervise Sales Representatives and oversee broker performance and productivity
- Manage broker and field marketing organization (FMO) relationships, including onboarding, training, and ongoing compliance auditing
- Conduct direct sales and enrollment to meet growth and retention targets
- Ensure compliance with CMS, DHCS, and DMHC marketing and enrollment regulations
- Develop marketing materials, craft messaging, and manage design and content creation to support campaigns and outreach
- Build and maintain relationships with community partners, providers, and brokers
- Track performance metrics and adjust strategies to achieve goals
- Represent the plan at community events, health fairs, and public presentations
Qualifications
Bachelor's degree in Marketing, Communications, or a related field, and at least two years of experience in healthcare or insurance sales. Must hold (or obtain within 45 days) a California Accident & Health or Sickness license. Medicare or D-SNP experience and broker management background strongly preferred.
