Job Summary
We are looking for a highly organized and detail-oriented PWA Program Specialist / Operations Specialist and internal program administrator to oversee and manage projects related to Prevailing Wage and Apprenticeship contractual compliance. This role will be responsible for coordinating cross-functional teams, ensuring compliance with our PWA obligations, supporting project execution, and maintaining accurate documentation across all PWA-related activities.
The ideal candidate has strong project management skills, a solid understanding of Prevailing Wage and Apprenticeship labor compliance requirements, and experience working with apprenticeship programs, wage determinations, certified payroll, and related reporting processes.
Key Responsibilities
- Manage and coordinate all PWA-related initiatives, including prevailing wage and apprenticeship compliance matters.
- Ensure projects comply with contract requirements in line with applicable federal, state, and local prevailing wage requirements.
- Support apprenticeship program administration, including apprentice ratio tracking, onboarding coordination, documentation, and reporting.
- Work closely with internal teams, subcontractors, payroll, HR, legal, and project management teams to ensure contract requirements are met.
- Review and maintain project documentation, wage records, apprenticeship records, certifications, and compliance reports.
- Monitor project status, identify risks or compliance gaps, and implement corrective actions in a timely manner.
- Assist with certified payroll review, wage classification validation, and required reporting submissions.
- Track regulatory updates and industry best practices related to prevailing wage and apprenticeship compliance.
- Develop and maintain SOPs, templates, tracking tools, and compliance workflows.
- Support audits, internal reviews, and responses to client or government requests as needed.
Qualifications
- Bachelor’s degree in Business Administration, Human Resources, Project Management, Legal Studies, Construction Management, or a related field.
- 3 years of experience in project coordination, compliance, labor relations, payroll, HR, or construction administration.
- Experience with prevailing wage compliance, apprenticeship programs, certified payroll, or government-funded projects.
- Strong understanding of documentation management and compliance tracking processes.
- Excellent organizational skills with the ability to manage multiple priorities and deadlines.
- Strong communication and collaboration skills across cross-functional teams eperience.
- Proficiency in Excel, Google Sheets, and project tracking tools.
- Detail-oriented, proactive, and able to work independently with minimal supervision.
Preferred Qualifications
- Experience with public works, construction, infrastructure, renewable energy, or other regulated project environments.
- Familiarity with wage determinations, Davis-Bacon Act requirements, state prevailing wage laws, or apprenticeship ratio requirements.
- Experience supporting audits or compliance reviews.
- Knowledge of certified payroll systems and reporting platforms.
- Ability to interpret compliance guidelines and translate them into operational processes.
- Fluent Mandarin Chinese is a plus.
