Join the team! This position is located in the Office of Facilities Services (EXFS). The Office provides CPSC with the full range of facilities and support services, including, but not limited to, property management, building services, rent, managing Common Cost Budget, Personal Identification Verification (PIV) issuer and enrollment, safety, physical security management, office services, printing, metro transit benefit program, and warehousing and sample management programs.

Qualifications:

All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

GS-9: Experience in interpreting and applying regulations in one or more of the following functional areas (facilities, fleet management, physical security, property management, and warehouse operations).

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

The Facilities Services Specialist will work closely with the Department of Homeland Security (DHS) and the Federal Protective Service to assess the physical security vulnerabilities that will include the following processes:

  • Assist the Facility Services Director in developing an agency Physical Security Plan in conjunction with command's Terrorist Threat Assessment and Terrorist Incident Response Plan.
  • Work with the Federal Protective Service (FPS) assessment observations using the Core Vulnerability Assessment Management Program to maintain oversight of mitigation efforts.
  • The incumbent will act as an activator for the GSA USAccess HSPD-12 PIV system. This work includes verifying with Human Resources when employees’ background clearance has been completed as well as maintaining records of badges issued and badges returned upon employee departure. The incumbent also supports the Facilities Office by maintaining the physical security infrastructure such as cameras and badge readers for the good of the Commission. This work will include the ability to diagnose problems and make repairs.
  • The incumbent will also play a supporting role in assisting with the receipt, storage, inventory management, transportation and burn testing of 1.4 g and 1.3 g hazardous materials. This work requires that the incumbent maintain certification in the safe handling of the materials and precise records of materials from receipt through the testing process.
  • The incumbent is responsible for working with other Facilities Services Specialists to ensure that building maintenance, repair, alterations and other facilities related assignments are completed in a timely, efficient and cost-effective manner to support the mission and operations of CPSC.
  • Incumbent provides guidance and works with other Facilities Services Specialists and staff throughout the agency to ensure that CPSC is compliant with all Federal guidelines as they pertain to the agency's personal property management program. This includes procurement, shipping, receiving, distribution and disposal of personal property. Monitors all assigned projects for timeliness, budgeting, scheduling, and compliance to intended program.
  • Incumbent determines requirements and makes recommendations to respond to services requests (i.e., manpower, equipment, special setups and directions).
