Expected salary range of $138,600 to $154,000, varies based on experience, along with comprehensive benefits package that includes bonus and 401(k).

PRIMARY PURPOSE OF POSITION

The Manager, Policy Development supports the creation, editing, maintenance, and production of Constellation’s technical policy content. Working under the strategic direction of leadership, this role transforms approved policy positions, analytical findings, and subject matter expertise into high-quality written materials that support advocacy efforts, executive decision making, customer engagement, regulatory proceedings, and industry participation. The role serves as a technical policy content professional for Constellation, ensuring that approved positions are accurately, consistently, and effectively reflected across all policy communications and supporting materials. The position maintains and leverages relationships with internal and external stakeholders across the business units in order to understand policy position impact on advocacy, generation, commercial positions and other actions driving value for the company’s operations and assets.

PRIMARY DUTIES & ACCOUNTABILITIES

• Develop policy memos and other work products to explain proposed legislative or regulatory changes and their impact on Constellation.
• Develop talking points, FAQs, one-pagers, fact sheets, presentations, and supporting materials for internal and external audiences.
• Translate complex policy, legislative, regulatory, environmental, market, and commercial issues into clear, concise, and compelling content.
• Adapt approved policy positions for different audiences while maintaining consistency and technical accuracy.
• Maintain style guides, editorial standards, formatting requirements, and content templates. Conduct quality assurance reviews to ensure content is accurate, consistent, and aligned with approved company positions.
• Maintain repositories of approved policy materials, talking points, testimony, issue briefs, executive materials, and supporting content.
• Manage document version control and content refresh processes.
• Partner with Sustainability, Government Affairs, Regulatory, Commercial, Legal, Finance, Public Advocacy, and Policy Analytics teams to gather inputs and develop content.

MINIMUM QUALIFICATIONS

• 
  Bachelor's degree in Public Policy, Communications, Journalism, Political Science, English, Environmental Studies, Energy Policy, or a related discipline.
• 8 years of experience in policy communications, legislative communications, regulatory communications, government affairs, corporate strategy, energy or financial markets, public policy, sustainability, or related fields. In lieu of degree, 9 years of experience.
• Exceptional technical communication, writing, and editing skills. Strong PowerPoint skills.
• Conversant with trends and policy implications of current financial, energy, and legal issues associated with this industry
• Demonstrated ability to translate complex policy and regulatory issues into clear and persuasive communications to a variety of audiences, including senior management.
• Experience managing multiple high-priority content projects simultaneously.

PREFERRED QUALIFICATIONS

• Advanced degree in Public Policy, Communications, Journalism, Law, or related field
• Experience in energy policy, clean energy markets, environmental regulation, sustainability, or utility industry policy
• Knowledge of commodities trading concepts and origination activities
• Working knowledge of electricity market value chain and wholesale and retail market structures
• Strong interpersonal skills with the ability to build strong relationships with stakeholders
