Role Overview
The Strategic Partnerships Manager is a critical role responsible for identifying, qualifying, and supporting initial contact with prospective partners to secure new project-based business. Reporting to the Director of Strategic Partnerships and Outreach, this role is a key driver of growth, focused on expanding our project portfolio with federal, state, and local government, corporate, healthcare/clinical, and nonprofit entities whose needs align with our mission. This position requires proactive outreach, meticulous research, and the ability to manage the first stages of the sales pipeline, with a strong focus on government contracting and RFP identification.
Key Responsibilities
Opportunity Identification and Qualification
- Target Market Focus: Proactively search for new project opportunities with a primary focus on the New Mexico, Borderplex region, Colorado, Utah, Texas, Oklahoma, Arizona, and Nevada, while also monitoring the national landscape for mission-aligned opportunities.
- Government Registration: Complete and maintain all necessary registrations and pre-qualification requirements with state, county, and city government entities to ensure Constellation Consulting is eligible to respond to Request for Proposals (RFPs).
- RFP Scouting: Systematically track, scope, and evaluate public and private sector solicitation opportunities (RFPs, RFIs, RFQs) to determine alignment with Constellation Consulting's services and strategic priorities.
- Pipeline Management: Utilize CRM tools to track all leads, outreach efforts, and opportunity stages, ensuring a clear and organized business development pipeline.
- Networking & Visibility: Represent Constellation at key events, conferences, and networking functions to expand visibility and influence.
Partner Outreach and Relationship Building
- Support the Director of Strategic Partnerships Outreach in relationship-building contact with key-decision makers and procurement personnel within government, corporate, nonprofit, and clinical/healthcare industries.
- Needs Assessment: Conduct preliminary discovery conversations to understand the prospective partner's challenges, funding streams, and project needs, framing Constellation Consulting's services as solutions for creating lasting community impact.
Support and Collaboration
- Prepare and deliver executive summaries of promising leads and qualified opportunities to the Director of Business Development.
- Collaborate with the proposal and marketing teams to gather materials necessary for introductory presentations and support the initial phases of the RFP response process.
- Participate in strategic planning and forecasting discussions to ensure business development efforts are aligned with organizational growth targets and mission objectives.
Qualifications
Required:
- Bachelor’s degree in Business, Public Administration, Communications, or a related field.
- Minimum of 3 years of experience in business development, sales, or institutional fundraising, ideally within the consulting, government contracting, or social sector.
- Strong understanding of the public sector landscape, particularly within the target states (NM, CO, UT, TX, OK, AZ, NV).
- Excellent written and verbal communication skills, including presenting to high-level officials and crafting professional introductory correspondence.
- Proven ability to build and sustain strong relationships and experience representing organizations at events, conferences, and networking functions to expand visibility and influence.
- Self-motivated, results-oriented, and able to work independently to manage a large pipeline of prospective partners.
- Proficiency in Microsoft Office Suite, Google Workspace, and project management.
Preferred:
- Proven experience navigating government procurement processes, including registering on state/local vendor portals and identifying public RFP sources.
- Experience with proposal writing and implementing sponsorship strategies.
- Familiarity with government, public health, or healthcare service ecosystems.
- Familiarity with data analysis, evaluation methods, or informatics.
- Clinical or allied health background (e.g., nursing, public health training).
