Position Summary
Constanellis Aerospace is seeking a Head of Government Business Development & Capture to lead the development and execution of the company's federal growth strategy. Reporting to the Chief Executive Officer, this senior executive is responsible for building and managing a qualified pipeline of government opportunities and converting them into awarded contracts across NASA, the U.S. Space Force, DARPA, the Missile Defense Agency, the Defense Innovation Unit, and the Intelligence Community.
Key Responsibilities
- Develop and execute the company's government business development and capture strategy across the civil, defense, and intelligence markets.
- Identify, qualify, shape, and capture opportunities, including SBIR/STTR (and Direct-to-Phase-II), Other Transaction Agreements, Broad Agency Announcements, and IDIQ vehicles.
- Establish and maintain executive-level relationships across NASA, the U.S. Space Force / Space Systems Command and SpaceWERX, DARPA, the Missile Defense Agency, the Defense Innovation Unit, and the Intelligence Community (NRO, NGA, NSA), including the NSA Acquisition Resource Center and relevant acquisition consortia.
- Lead capture and proposal management in accordance with industry best practices (e.g., Shipley), including win strategy, teaming and prime/subcontractor arrangements, and pricing strategy.
- Oversee the company's federal registrations and compliance posture (SAM.gov, ARC) and support facility security clearance sponsorship.
- Partner with executive leadership and engineering to advance non-dilutive funding pathways, including STRATFI/TACFI, In-Q-Tel, and the Office of Strategic Capital.
Qualifications
- Minimum of 8 years of government business development and capture experience within the space, defense, or intelligence sectors, with a demonstrated record of awarded contracts (SBIR Phase II/III, Other Transaction Agreements, or IDIQ vehicles).
- Active U.S. security clearance (TS/SCI strongly preferred); U.S. citizenship required.
- Established relationships across Department of Defense and Intelligence Community space acquisition organizations.
- Demonstrated expertise in capture management and proposal leadership.
- Willingness to travel as required (Washington, DC; Colorado; Huntsville, AL; Los Angeles / Space Systems Command).
Preferred Qualifications
- Domain expertise in aerospace or space systems.
- Familiarity with NASA's Commercial Lunar Payload Services (CLPS) program and lunar/cislunar mission architectures.
