What You'll Do

  • Manages construction operations (direct hire and subcontractor) from Title I-Title III for assigned projects. Supervises craft personnel, Field Engineers, Subcontract Technical Representatives (STR), field procurement, and Project Controls cost and schedule services
  • Requests and executes permits, environmental compliance, safety, site mobilization, non-manual staffing, subcontracting, construction execution plans, and job site work rules. Interprets design drawings and specifications, ensures work is performed in a quality manner, and supports project schedule
  • Supervises planning, installation, inspection, and testing verification. Provides day-to-day direction to
  • Y-12 Construction staff. Overall planning and organization of total construction effort
  • Coordinates with NPO and Y-12 Project Management and Program Management
  • Reviews construction cost, estimates, budgets, forecasts, and schedules. Reviews specifications and drawings for economic constructability. Participates in resolving major problems (e.g. staffing, material delivery, and subcontract administration)
  • Coordinates with Project Managers, Design Engineers, Supply Chain Management, planning and scheduling to set and maintain priorities and project baselines to keep project on schedule and within budget. Directs Y-12 Construction Field Engineers, Superintendents, and STRs in overall field construction efforts, provides recovery plans for project work that deviates from approved baselines, and assists with problem resolution/coordination as required
  • Reviews/approves estimates and project schedules, and participates in Engineering, Construction, and Management Review meetings
  • Directs preparation of requisitions for field procured materials, material substitution, services, and equipment. Implements Y-12's VPP and site-level safety programs, Construction safety initiatives, housekeeping, and fire protection on the job site
  • Responsible for accomplishment of Project milestones for assigned projects
  • Manages Construction metrics associated with assigned projects and for the Construction organization as a whole
  • Produces, analyzes and presents performance metrics including cost performance, schedule performance, productivity, quantity curves, manpower curves, and safety performance metrics
  • Produce, analyzes and presents financial data associated with assigned projects and the overall Construction organization including labor burden performance, material burden performance and annual control baseline performance

Minimum Job Requirements

  • Bachelor's degree and minimum 5 years of relevant experience
  • OR Master's degree and minimum 4 years of relevant experience
  • OR PhD
  • OR thirteen or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting

Preferred Job Requirements

  • Demonstrated training, experience, and leadership in a team-based environment
  • Prefer relevant experience on projects, including construction/project management experience on large scale ($100M ) DOE or commercial construction projects leading to the thorough understanding of the knowledge described below:
  • Broad, thorough technical/functional and management knowledge to resolve multi-discipline, multi-function, or process problems in a component of a functional area
  • Progressive construction/supervisory experience up to and including experience with coordinating various departments in a functional area with competing priorities
  • Possesses in-depth knowledge of Construction, (to include DOE and Corporate affiliate projects) business, and operations support, resources, practices, processes, and policies needed to solve Construction-related problems and accomplish work
  • Ability to implement company policies and makes recommendations on development of new policies
  • Possesses a thorough knowledge of all phases of construction operations relating to field activities, field engineering disciplines, construction technologies, and Project/Construction Management
  • Thorough knowledge of all phases of construction activities (including nuclear, infrastructure, infrastructure reduction, and demolition) as relates to engineering disciplines, cost and scheduling, subcontract administration, and job site management
  • Bechtel Site Manager and/or Project Field Superintendent certification
  • Knowledge of nuclear quality and commercial practice quality standards
  • Advanced knowledge in Excel, Access, PowerPoint and SAP
  • Experience with construction processes and worker protection methods to ensure worker safety
  • Experience with Construction and Building Trades labor laws, issues resolution, and unionized labor

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
