This is a full-time, FLSA-exempt position with Health & Human Services, located in Carson City, NV. Under general direction, plans, organizes, coordinates, supervises, reviews, and evaluates division activities regarding epidemiology, public health preparedness, and supporting public health emergency response.

This is a grant-funded position and, as such, employees are responsible for knowing abiding by the rules of the grant.  This position will continue to be funded as long as the grant is renewed.

  • Hires, directs, and supervises the activities and performance of assigned staff, including training, work assignments, review, employee discipline, and performance evaluation. 
  • Assists in the development and implementation of goals, objectives, policies, procedures, and work standards for the area of responsibility. 
  • Compiles, maintains, and analyzes data to determine workloads, staffing priorities, program growth, and community needs. 
  • Manages division budget and ensures proper accountability of expenditures. 
  • Under the direction of the Director, applies for grants and organizes and prepares contracts when appropriate. 
  • Participates in and guides quality improvement activities. 
  • Responds to questions and complaints from the public; ensures satisfactory resolution; and coordinates activities with other city departments. 
  • Demonstrates courteous and cooperative behavior when interacting with the public and staff; acts in a manner that promotes a harmonious and effective workplace environment. 
  • Ensures division services are provided to the public in a professional and respectful manner while assuring the protection of public health. 
  • Drives a personal or city motor vehicle in the course of work. 
  • Manages and directs epidemiological activities for the city. 
  • Coordinates, plans, and conducts epidemiological investigations and disease surveillance. 
  • Designs and evaluates protocols, data-collection instruments, and data-management tools for conducting epidemiologic investigations and disease surveillance. 
  • Analyzes epidemiological data, interprets results to identify communicable disease patterns in the community, and develops control, intervention, and prevention strategies.
  • Reviews and edits health alerts, newsletters, and other educational materials. 
  • Participates in responding to public and media inquiries regarding assigned activities such as foodborne illness outbreaks, environmental hazards, and communicable diseases. 
  • Initiates, designs, implements, and evaluates plans to deliver essential public health services in response to bioterrorism and other health emergencies and disasters in the community. 
  • Directs the planning, development, coordination, and implementation of new, innovative, and/or expanded preparedness programs for the city and the community. 
  • Maintains knowledge of local, state, and national preparedness trends, technologies, initiatives, and priorities. 
  • Assesses the public health, political, and social aspects of preparedness activities to maximize program impact and assure successful integration with local, state, and federal emergency management systems. 
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:
Bachelor’s degree in public health, or a closely related field; AND four (4) years of professional public health program management experience with a focus on epidemiological investigations, disease surveillance system coordination, and outbreak response, one (1) year of which was in a supervisory role; OR an equivalent combination of education, training, and experience as determined by Human Resources.

REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATION:
All required licenses and certificates must be maintained in active status without suspension or revocation throughout employment.
  • A valid driver's license.

KNOWLEDGE, SKILLS & ABILITIES:
 Knowledge of:
  • Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline. 
  • Administrative principles and practices, including goal setting, program development, and budget administration. 
  • Communication strategies, writing techniques, report preparation, and grant writing. 
  • Advanced principles and practices of budget preparation and administration. 
  • Pertinent Federal, State, and local laws, codes, and regulations. 
  • Computer applications related to the work. 
  • Correct business English, including spelling, grammar and punctuation. 
  • Principles and practices of public health preparedness. 
  • Multiple homeland security-related initiatives and programs such as the National Incident Management System (NIMS), National Response Plan, and National Preparedness Goal. 
  • Principles and practice of communicable disease control. 
  • Epidemiologic investigative principles, practices, and procedures. 
  • Biostatistical and applied epidemiological methods. 
  • Computer-based statistical and data management software. 
Skill in: 
  • Administering programs and staff through subordinate supervision. 
  • Developing and implementing goals, objectives, policies, procedures, and work standards. 
  • Developing effective work teams and motivating individuals to meet goals and objectives, and providing customer services in the most cost-effective and efficient manner. 
  • Developing and administering the division's budget. 
  • Interpreting, applying, and explaining complex laws, codes, regulations, and procedures. 
  • Implementing and evaluating behavior change strategies.
  • Assessing community needs and trends. 
  • Using initiative and independent judgment within established policy guidelines. 
  • Preparing clear and concise reports, correspondence, and other written materials. 
  • Dealing successfully with a variety of individuals from various socioeconomic, ethnic, and cultural backgrounds, in person and over the telephone, often where relations may be confrontational or strained. 
  • Making effective oral presentations to large and small groups. 
  • Contributing effectively to the accomplishment of team or work unit goals, objectives, and activities. 
  • Interpreting and analyzing the significance of medical, health, and other data obtained from a variety of sources. 
  • Leading epidemiologic investigations. 

SUPERVISION RECEIVED AND EXERCISED: Under General Direction - Incumbents at this level have considerable latitude in the application of departmental policy, and they follow general guidelines or professional and administrative standards in accomplishing assignments. They are responsible for planning and organizing their own workload, but ordinarily cannot change methods of their assigned work unit, established operations, or departmental policy without supervisor approval. Supervision is minimal, indirect, and usually limited to technical oversight.

 5.  New employees are required to pay for and submit to a fingerprint-based background investigation and a drug/alcohol screen.  Employment is contingent upon passing the background and the drug/alcohol screen.
