The position will be located at the VA Northeast (NE) Consolidated Mail Outpatient Pharmacy (CMOP), in Chelmsford, Massachusetts. The employee performs property accountability duties, receiving and inventory related duties.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS 05, for a GS 07 you must have served as a GS 06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. - GS 06-Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Ensures the timely and accurate delivery, and ensures that supplies delivered are in operational condition and obtains signature/receipt to relinquish control and accountability for items.
- Employs a basic understanding of the available payment methods such as purchase orders and purchase cards in order to submit requirements for contracting or procurement action based on the identified need.
- Working knowledge of supply items and requirements for recurring inventory items.
- Understands and utilizes inventory systems that generate and store inventory management data
- Ability to work under close supervision with less complex responsibilities.
- Ensures the timely and accurate delivery and ensures that supplies delivered are in operational condition and obtains signature/receipt to relinquish control and accountability for items.

- Serve as a Subject Matter Expert (SME) in Inventory systems and Generic Inventory Package (GIP) systems.
- Ability to guide and support lower-level Supply Technicians.
- Working under minimal supervision and consistently applies prior knowledge to daily decision-making.

Responsibilities:
Major Duties include, but are not limited to:- Managing the inventory and resolve issues, such as items not received, shorted, or managing credits or overages that are received form the vendor. The employee will also resolve pricing errors that may arise with the vendor.
- Prioritizing and scheduling work based on established sets of priorities to accomplish duties with minimal assistance.
- Work with customers/coworkers to ensure that all procurement needs are met.
- Processing supply transactions such as receipt, shipment, and/or adjustment documents.
- Performing Property Accountability duties of the more routine phases of property management including inventory of nonexpendable property, reporting excess property, etc.
- The employee will be the point of contact for records management duties at the CMOP. This will include being in attendance for any meetings that require records management personnel.
- Purchasing various items of supplies and services on a competitive and noncompetitive basis through the use of Simplified Acquisition Procedures up to the Simplified Acquisition Threshold for open market purchases and up to the warrant authority for orders against established contracts, such as FSS and VA decentralized contracts.
