The Inventory Management Specialist located within the Consolidated Mail Outpatient Pharmacy - Chelmsford is responsible for inventory management and purchase of expendable and non-expendable supplies in the assigned CMOP.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/12/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizing effective communication techniques and methods (oral and written) to advise and inform stakeholders concerning the management, control, and accountability of expendable items; Searching for and analyzing information, tracing sequences of inventory management transactions to resolve questions; Using computerized inventory systems to download and upload data to the appropriate databases; Completing and printing stored electronic forms; and Using bar code scanning equipment and appropriate tagging equipment for inventory control purposes. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters or equivalent graduate degree, (or) 2 full years of progressively higher level graduate education leading to such a degree, (or) LL.B. or J.D. if related. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of the position and be related to the position. (TRANSCRIPTS REQUIRED). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. Must have a combination of specialized experience and education with total percentages equal to at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED).

Responsibilities:

Duties may include but are not limited to:
  • Manages and controls as assigned class of expendable material for a CMOP location.
  • Recognized as an authority on expendable (EX) and non-expendable (NX) commodity management and serves as a point of contact to all service lines.
  • Acts as a point of contact for coordination of commodity support and resolution supply problems across departments.
  • Makes decisions and commitments for the CMOP on pharmaceutical, medical/surgical, and other supplies.
  • Conducts quantitative analysis of historical usage patterns for opportunities for potential cost savings, efficiencies, and process improvements.
  • Utilizes performance measures to conduct forecasting and quantitative analysis.
  • Contributes to the development of standard operating procedures.
  • Contributes to short, mid, and long term advanced planning for expendable items.
  • Analyzes data to include demand history, program requirements, operations, procurement lead-time, current stock levels, and other factors that impact procurement decisions.
  • Uses a wide range of well-established and commonly applied inventory principles, standard and nonstandard methodologies, and concepts to determine need to intervene in the supply system.
  • Performs analytical work to manage, regulate, coordinate, or otherwise exercise control over EX and NX supplies.
  • Participates in federal and agency return and reutilization of medical supplies program activities.
  • Coordinates disposal of surplus or excess supplies in accordance with specific agency directives and procedures.

Work Schedule: Monday through Friday, 6:00am to 2:30pm
