The Project Controls Manager will closely collaborate with Norfolk Airport Authority's estimating, project management, field supervision, and planning and scheduling staff to develop and oversee project schedules. They will also manage complete estimating services for large, complex projects and all contract types. Drawing on extensive experience and judgment, the senior specialist plans and achieves goals. They are well-versed in standard estimating concepts, practices, and procedures within their area of responsibility. Additionally, they may supervise other disciplined project specialists.

About This Role

They are well-versed in standard estimating concepts, practices, and procedures within their area of responsibility. Additionally, they may supervise other disciplined project specialists.
Schedule
Key Responsibilities:
- Lead the development of detailed project schedules in collaboration with the project team.
- Gather progress updates and maintain project status.
- Conduct impact analysis for potential delays and changes.
- Collaborate with the project management and scheduling team to establish project goals and assess project status.
- Oversee schedules for multiple projects and/or large complex projects
- Analyze schedules to identify duration and logic issues.
- Prepare and analyze construction claims and time-related disputes.
- Automate cost estimating software and mentor other project estimators, including developing project assemblies and models and developing database items for projects.
- Possess a comprehensive understanding of indirect costs and their application to the cost estimate.
- Conduct escalation calculations and apply these costs to the cost estimate.
- Perform a risk analysis to determine project or estimate contingency.
- Incorporate historical data from purchase orders, subcontracts, and productivity analysis reports into unit and man-hour figures.
- Review proposal specifications and drawings and participate in pre-bid meetings to ascertain the scope of work and estimate requirements.
- Generate quantity takeoff and utilize automated software tools.
- Analyze schedules to identify duration and logic issues.
- Prepare and analyze construction claims and time-related disputes.
- Offer technical support to personnel preparing discipline estimates for assigned bids.
- Provide mentoring and guidance to less experienced department members.
- Four-year bachelor’s degree in engineering, construction management, or equivalent combinations of education, training, or related experience.
- Requires an extensive 10 years of experience in construction planning, scheduling, construction estimating, and related functions, plus a thorough knowledge of corporate objectives impacting planning and scheduling and estimating strategies and techniques, and construction contracts.
- Previous experience in Aviation industry preferred
- PSP, CEP, or CCP certification a plus
