Essential Job Functions
Program Administration and Information Management (50%)
- Offer strong and knowledgeable leadership for all managed programs.
- Supervise programs and ensure compliance with Memorandum of Understandings including but not limited to:
- Compile case and program related documentation through information management systems.
- Prepare and ensure timely submission of all required program, financial and donor reports, including quarterly, semi-annual, and annual reports and resettlement period reports.
- Oversee the delivery of all extended Ukrainian services offered, including Education integration, health and wellness programming, and medical literacy education, and Employment orientation. Ensure compliance with performance standards and grant requirements.
- Coordination with Employment and Health and Wellness/Youth Mangers to ensure compliance and consistency of services offered and engagement of staff with these program managers and their extended teams.
- Ensure timely and accurate allocation of grant funds.,
- Supervision of programs to ensure fiscally responsible programming.
- Prepare monitoring reports, including conducting analysis of findings and follow up on recommendations.
- Working closely with CIRI management, ensure compliance with all donor requirements including monthly and quarterly reports, adherence to established service provision timelines and the development of quality professional documentation of services for federal auditing purposes.
- Lead ongoing quality assurance efforts including periodic and timely review of client files to ensure compliance with federal, state, and local guidelines.
- Lead development and implementation of annual Ukrainian Services strategic work plan.
- Oversee data tracking and project evaluation tools to monitor program outputs and outcomes.
- Understand and maintain current knowledge of the U.S. Ukrainian Programs.
- Participate in community meetings and consultations with national, state, and local partners, community members and stakeholders.
- Manage relationships with external partners, including those providing medical, housing, and other services.
- Represent CIRI in public forums as needed; promote awareness of the Ukrainian program within the community, be a strong advocate for CIRI and its clients.
- Recruit, lead, support and supervise all Refugee Services Program staff to ensure the provision of quality resettlement and extended and intensive case management services.
- Conduct extensive training for staff in all aspects of program responsibilities, processes, and protocols.
- Support staff in troubleshooting and managing client-related issues and concerns, and in making difficult decisions.
- Conduct annual performance evaluations to ensure adherence to program goals and objectives; actively participate in organization wide strategic planning processes and reviews.
- Lead regular program Team Builder meetings.
- Work closely with CIRI management, including other refugee program managers, to organize and implement staff skill development and empowerment training opportunities to ensure holistic service delivery to clients and improve staff retention.
- Work closely with Refugee Services Program staff to address self-care needs in fast-paced, demanding work environment; ensure appreciation for and adherence to staff personal and interpersonal boundaries.
- Participate as an active member of CIRI's management team.
- Coordinate and facilitate internal cross-program information sharing and communication.
- BSW or BA in relevant field preferred
- Minimum of three years of direct services work, preferably with refugees, survivors of trauma or other vulnerable populations
- Minimum of two years of project management and/or staff supervision experience
- Knowledge of the U.S. refugee resettlement program preferred, experience working with the U.S. refugee admissions program strongly preferred.
