Workforce Development Coordinator -Workforce Strategy & Partnerships (State Program Manager)

The Role

  • Advance statewide Workforce Development initiatives designed to strengthen and sustain the agency’s clinical workforce. This role will support the development of clinical workforce pipelines, expand professional learning opportunities, and enhance DMHAS’s visibility within regional and national behavioral health communities.
  • As a key member of the Workforce Development team, the Workforce Development Coordinator will help shape and implement system‑level strategies that promote career pathways, support clinician development, and reinforce DMHAS as a destination for high‑quality clinical practice. This position will work closely with academic partners, clinical training programs, professional associations, and internal stakeholders to broaden access to behavioral health careers and cultivate a diverse, well‑prepared workforce.
  • The Coordinator will contribute to initiatives that promote mentorship, continuing education, and professional growth for clinicians across the agency. Additionally, the role will support outreach efforts that strengthen DMHAS’s presence within professional networks and expand awareness of opportunities for clinical training, specialization, and advancement.
  • Through these efforts, the Workforce Development Coordinator plays a central role in supporting a robust and future‑ready workforce capable of delivering essential mental health and addiction services to the people of Connecticut.

Key Responsibilities Include

  • Building and sustaining clinical pipelines through partnerships with universities, residency programs, clinical consortia, and training organizations.
  • Supporting the development of structured learning opportunities, mentorship pathways, and professional development programs for clinicians across DMHAS.
  • Conducting targeted outreach to regional and national clinical networks to enhance DMHAS’s visibility and promote opportunities for collaboration, training, and practice.
  • Strengthening DMHAS’s presence in the professional clinical landscape through participation in conferences, association events, and academic partnerships.
  • Designing and supporting initiatives that foster interdisciplinary learning, shared professional identity, and community among DMHAS clinicians.
  • Collaborating with internal leaders and external partners to promote DMHAS career pathways and highlight the agency’s role as a leader in behavioral health practice and workforce development.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for planning, organizing and directing an agency program and/or project or directing the development and administration of programs within a division.

SUPERVISION RECEIVED

Receives administrative direction from an administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff as assigned.

EXAMPLES OF DUTIES

  • Directs staff and/or operations of an agency program and/or project or division;
  • Coordinates, plans and manages program and/or project activities;
  • Formulates goals and objectives;
  • Develops or assists in development of related policy;
  • Interprets and administers pertinent laws;
  • Provides input or evaluates staff;
  • Prepares or assists in preparation of budget;
  • Maintains contact with individuals within and outside of agency who might impact on program and/or project activities;

Minimum Qualifications - General Experience

Nine (9) years of professional experience.

Minimum Qualifications - Special Experience

One (1) year of the General Experience must have been in the specific area of assignment.

Minimum Qualifications - Substitutions Allowed

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience.

Preferred Qualifications

  • Experience designing or coordinating workforce strategies that support long-term planning and capability development.
  • Experience working with workforce trends, pipeline development, and strategies for addressing hard to staff.
  • Experience coordinating partnerships with educational institutions, training providers, or community organizations.
  • Experience implementing outreach or sourcing initiatives connected to career pathway development or sector-based workforce strategies.
