The Western CT Mental Health Network (WCMHN), under the umbrella of the State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking a HIM Records Supervisor (PCN 140854) to lead the administration and maintenance of all medical records across three WCMHN locations. This is an excellent opportunity for a proven leader who can ensure consistent, high-quality practices across a team.
ROLE HIGHLIGHTS
In this role, you will provide oversight, direction, and support to Medical Records Specialists and clerical staff located at our Waterbury, Danbury, and Torrington sites. You will ensure that documentation standards are met consistently across all locations and that staff receive the training, supervision, and coordination needed to maintain accuracy, compliance, and operational efficiency. This position is well‑suited for candidates who thrive in a dynamic, multi‑site environment and enjoy building cohesive workflows across different teams.

The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS), is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.
The Western Connecticut Mental Health Network was formed in 1996 by the State of Connecticut, Department of Mental Health and Addiction Services (DMHAS), in order to coordinate clinical, fiscal and administrative oversight of Region 5 contracted and state-operated mental health services. Within this service system, there are three state-operated Local Mental Health Authorities, which are located in Waterbury, Danbury and Torrington. In partnership with the Western Connecticut Mental Health Network they provide and coordinate local clinical services. Over 200 staff including psychiatrists, nurses, social workers, rehabilitation, vocational and mental health workers provide services for persons with a long-term mental illness.
Approximately 7,000 clients receive services in a variety of programs, including Peer Support Programs, Supported Employment, Homeless Services, Residential, Crisis Services, Jail Diversion, Outpatient, Case Management, Behavioral Health Home, Assertive Community Treatment Teams (ACTT) and Young Adult Services.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state medical institution or facility this class is accountable for supervising the administration and maintenance of all medical records and supervision of Medical Records Specialists and other clerical support staff engaged in the quality assurance and technical review of medical records.
EXAMPLES OF DUTIES
Seven (7) years of experience in the maintenance of medical records and preparation of statistical reports.
Minimum Qualifications - Special Experience
College training in medical record administration may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

In this role, you will provide oversight, direction, and support to Medical Records Specialists and clerical staff located at our Waterbury, Danbury, and Torrington sites. You will ensure that documentation standards are met consistently across all locations and that staff receive the training, supervision, and coordination needed to maintain accuracy, compliance, and operational efficiency. This position is well‑suited for candidates who thrive in a dynamic, multi‑site environment and enjoy building cohesive workflows across different teams.
Key Responsibilities
- Provide regular supervision and oversight of Medical Records staff across three WCMHN locations, ensuring cohesive practices and effective communication between sites.
- Coordinate HIM department efforts for the implementation of EMR systems, supporting staff at all locations throughout transitions.
- Ensure client charts and documentation meet Joint Commission standards for quality, accuracy, and timeliness across the network.
- Conduct chart audits and quality assurance audits; support teams in implementing audit findings.
- Deliver training, guidance, and ongoing professional support to staff to maintain compliance with policies and procedures.
- Manage WCMHN Abuse and Neglect Reporting processes, including notifications for Immediate Protective Service Plans.

PURPOSE OF JOB CLASS (NATURE OF WORK)

EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews work of staff;
- Provides technical training and assistance in medical records procedures to subordinates and other hospital personnel;
- Conducts performance evaluations;
- Determines priorities and plans unit work;
- Establishes and maintains unit procedures;
- Develops or makes recommendations on development of policies and standards;
- Designs and supervises health care information systems monitored by comprehensive statistical reports, detailed medical record form design and thorough medical record quality control checks;
- Ensures compliance with Joint Commission on Accreditation of Healthcare Organizations (JACHO) standards;
- Responds to court subpoenas and inquires for medical record information in accordance with state and federal confidentiality regulations and Joint Commission on Accreditation of Healthcare organizations standards, Medicare and/or Medicaid regulations, Public Health Code standards and other governing bodies which might impact federal funding;
- Interprets and administers pertinent laws;
- Prepares or assists in budget preparation;
- Maintains professional contacts with individuals both within and outside of state who might impact record keeping activities;
- Serves in a consultative role to medical professionals on proper methods of medical documentation;
- Maintains various records and indices;
- May supervise mircofilming or medical records;
- Performs related duties as required.

Seven (7) years of experience in the maintenance of medical records and preparation of statistical reports.
Minimum Qualifications - Special Experience
- Two (2) years of the General Experience must have been at the level of a Medical Records Specialist 2 or its equivalent.
- Certification as a Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT) may be required at the time of appointment to this class in accordance with the Comprehensive Accreditation Manual for Hospitals (CAMH) and the Joint Commission.
College training in medical record administration may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
Preferred Qualifications
- Experience supervising employees.
- Experience working across multiple work sites.

- Experience in a healthcare or congregate care setting.
- Experience in clinical documentation requirements.
- Experience managing safety and health matters relating to facility operations including training clinical staff on medical record procedures.
- Experience of principles and practices of communicating issues and producing procedural corrections.
