Job Summary
The Organizational Change Management (OCM) Specialist is responsible for planning, executing, and sustaining change adoption strategies for technology initiatives. This role works closely with project teams, stakeholders, and leadership to ensure successful implementation and user adoption of new systems and processes across the agency.
Key Responsibilities
Develop and execute organizational change management (OCM) strategies and plans
Conduct stakeholder analysis, change impact assessments, and readiness evaluations
Create and deliver communication plans and materials for project updates and change initiatives
Partner with project managers and technical teams to support technology adoption
Develop training materials and documentation for end-users
Measure and report on change adoption metrics and effectiveness
Support end-user engagement and adoption strategies
Provide coaching and guidance to project teams on change management best practices
Maintain strong relationships across IT and business units
Contribute to a collaborative, transparent, and inclusive work environment
Required Qualifications (1–3 Years Experience Each)
Experience with OCM methodologies (e.g., Prosci)
Experience in stakeholder engagement, change impact analysis, and communications planning
Ability to develop and execute change management plans and deliverables
Experience working with cross-functional teams and all organizational levels
Strong written and verbal communication skills, especially translating technical concepts into non-technical language
Experience supporting large-scale, organization-wide initiatives
Ability to create user-focused documentation and training materials
Experience building and maintaining collaborative relationships
Understanding of change adoption metrics and reporting
Preferred Qualifications
3 years of experience in marketing or corporate communications
2 years of experience in graphic design or visual content creation
