ROLE AND PURPOSE:
As the Assistant Superintendent of Instruction, you will direct and manage the district's instruction, professional learning, and campus leadership functions. Provide leadership for the planning, development, implementation, evaluation, and continuous improvement of the district's instructional programs. Supervise and support campus principals to ensure effective instructional leadership, high-quality teaching and learning, compliance with state and federal requirements, and alignment with the district's mission, goals, and strategic priorities.
QUALIFICATIONS:
Education/Certification:
- Master's or Doctorate degree in Education Leadership, Curriculum & Instruction, Public Policy/Administration, or related field; doctorate preferred
- Certification as a school administrator preferred; campus leadership, district leadership and teaching experience required
- Candidate must hold and maintain a valid Texas educator certificate
SPECIAL KNOWLEDGE/SKILLS:
- Knowledge of instructional leadership, school improvement, and effective teaching practices.
- Knowledge of Texas Essential Knowledge and Skills, instructional materials, and curriculum alignment.
- Knowledge of federal and state education laws, Texas Education Agency rules, State Board of Education rules, local board policy, and district procedures.
- Knowledge of campus leadership, staff development, teacher appraisal systems, and principal supervision.
- Ability to evaluate instructional programs and teaching effectiveness.
- Ability to interpret data and use data to guide instructional decisions, campus improvement planning, and districtwide improvement efforts.
- Ability to develop, implement, and monitor instructional programs.
- Ability to lead campus principals and support effective campus instructional systems and student achievement.
- Ability to manage budget and personnel.
MAJOR RESPONSIBILITIES AND DUTIES:
I. INSTRUCTIONAL AND PROGRAM MANAGEMENT
- Direct the development, implementation, evaluation, and revision of instructional programs throughout the district.
- Ensure that instruction is aligned with the Texas Essential Knowledge and Skills, state assessment requirements, college and career readiness standards, and district goals.
- Provide leadership for instructional planning, intervention programs, enrichment opportunities, and instructional improvement.
- Monitor the delivery of instructional programs and work with campus leaders to ensure effective implementation.
- Ensure the instructional framework is being implemented and monitored
- Evaluate instructional programs and recommend changes based on student achievement data, program evaluations, research-based practices, and district needs.
- Coordinate districtwide instructional initiatives to ensure consistency, coherence, and continuous improvement across all campuses.
- Ensure PLC protocols are being implemented and monitored
- Collaborate with Senior Director of Talent Management with planning and coordinating Teacher Incentive Allotment (TIA)
- Promote high expectations for student learning, staff performance, instructional quality, and campus accountability.
- Plan and coordinate teacher apprenticeship programs
- Direct the development and implementation of instructional resources
- Supervise and Evaluate Principal and Associate Principals
- Collaborate with Senior Director of Talent Management in regards to teacher leadership and teacher pipeline programs
- Provide leadership development for Principals, Associate Principals, and Assistant Principals
- Plan and coordinate the teacher mentor program
- Direct the development, implementation, and evaluation of Summer learning
- Provide leadership for instructional planning as it relates to DOL, intervention, and extension
II. PRINCIPAL SUPERVISION AND CAMPUS LEADERSHIP
- Directly supervise, support, coach, and evaluate the campus principals in the district.
- Provide leadership and guidance to principals in the areas of instructional leadership, campus improvement planning, staff supervision, student achievement, school culture, and parent communication.
- Conduct regular meetings with principals to monitor campus progress, address instructional needs, and ensure alignment with district goals.
- Support principals in developing and implementing campus improvement plans based on student performance data, campus needs, and district priorities.
- Assist principals with analyzing assessment results, identifying achievement gaps, developing intervention plans, and monitoring student progress.
- Provide coaching and feedback to principals to strengthen leadership capacity, instructional systems, staff development, and campus performance.
- Work with principals to promote safe, orderly, inclusive, and effective learning environments.
- Collaborate with principals to ensure consistent implementation of district curriculum, instructional expectations, assessment practices, and student support systems.
III. PROFESSIONAL LEARNING AND STAFF DEVELOPMENT
- Plan, coordinate, and evaluate professional learning programs for teachers, administrators, instructional support staff, and other personnel.
- Work with principals and instructional leaders to identify professional learning needs based on student performance data, staff appraisal results, curriculum requirements, and district goals.
- Provide training, coaching, and support related to curriculum, instruction, assessment, classroom management, instructional technology, and effective teaching practices.
- Promote professional learning communities, collaborative planning, data-driven instruction, and continuous professional growth.
- Support the implementation of teacher appraisal, administrator appraisal, mentoring, induction, and leadership development systems as assigned.
IV. STUDENT PROGRAMS AND SERVICES
- Provide leadership for assigned instructional programs.
- Ensure assigned programs are implemented effectively and in compliance with applicable laws, rules, regulations, policies, and procedures.
- Collaborate with district and campus staff to support equitable access to high-quality instruction and services for all students.
- Monitor program effectiveness and recommend improvements to meet student needs and district goals.
V. POLICY, COMPLIANCE, AND REPORTS
- Implement the policies established by federal and state law, State Board of Education rule, Texas Education Agency requirements, and local board policy in assigned areas.
- Compile, maintain, and file all reports, records, and other documents required.
- Ensure compliance with instruction, professional learning, instructional materials, and other assigned program requirements.
- Assist in the development, review, and revision of district policies, administrative procedures, handbooks, instructional guidelines, and related documents.
- Maintain confidentiality of student and personnel information as required.
VI. PERSONNEL MANAGEMENT
- Select, train, supervise, and evaluate assigned personnel.
- Provide leadership, direction, and support to principals, instructional coordinators, program directors, specialists, teachers, clerical staff, and other assigned personnel.
- Make sound recommendations related to personnel placement, staffing needs, professional development, and performance improvement.
- Promote high expectations for professionalism, ethical conduct, collaboration, accountability, and service.
- Ensure assigned employees follow district policies, administrative procedures, instructional expectations, and professional standards.
VII. COMMUNICATION AND COMMUNITY ENGAGEMENT
- Communicate effectively with the Superintendent, Board of Managers, district leaders, campus administrators, employees, parents, students, community members, and outside agencies.
- Prepare and present reports, recommendations, data summaries, and program updates to the Superintendent, Board of Managers, principals, staff, parent groups, and community stakeholders as requested.
- Respond promptly and professionally to instructional concerns, parent questions, campus needs, staff requests, and community inquiries.
- Promote positive relationships among central office, campus leaders, staff, families, and the community.
- Represent the district in meetings with educational agencies, professional organizations, community groups, and other external partners as assigned.
