Founded in 1976, the Congressional Black Caucus Foundation, Incorporated (CBCF) is a small non-profit organization focused on eliminating disparities within the global Black community by developing leaders, informing policy and educating the public Our primary focus areas are Education, Public health, Economic Empowerment, Civic Engagement, and other issues impacting the global Black community.   1. POSITION SUMMARY:



The Program Manager plays a vital role in CBCF’s mission of developing leaders, informing policy, and educating the public. Reporting to the Senior Director, CPAR, the Program Manager will be responsible for the day-to-day planning, coordination, and implementation of CPAR programming, as well as providing general administrative support to the department. In addition, the Program Manager will be responsible for monitoring and evaluating the efficacy of CPAR’s programs. The ideal candidate for this position should be innovative, forward-thinking, professional, and thorough; able to balance programming leadership with administrative support; and extremely passionate about advancing racial equity for Black communities.

  4. Type of Supervision Received: Minimal supervision
  5. Internal Relationships: Close coordination with the President’s Office, Marketing & Communications, Resource Development, Strategic Events, as well as CPAR leadership
  6. External Relationships: CPAR Partners, Consultants


          IV. SPECIFIC RESPONSIBILITIES:


  1. Essential duties and responsibilities include the following:  


Program and Operations Management and Support

  1. Support development of and manage operational functions for in-person and online policy issue forums throughout the year and during CBCF’s Annual Legislative Conference (ALC).
  2. Develop policy programming, such as through identifying and coordinating speakers, topics, and program formats.
  3. Develop visual materials (e.g. fliers, slide decks, cue cards) to be used in program execution and marketing, both in coordination with Marketing & Communications team and through independent creation.
  4. Lead the development and implementation of a monitoring and evaluation (M&E) process for CPAR programs, which assesses areas to improve current and future management of outputs, outcomes, and impact. 
  5. Develop and lead knowledge-building presentations to keep team up to date on programming and core CPAR activities.
  6. Ensure software functions are accurate and up to date.

 

Core Administrative Support

  1. Provide administrative assistance to CPAR team for programmatic initiatives, including preparing and sending event invitations, speaker coordination and event correspondence, taking planning meeting and event minutes, maintaining and updating event fact sheets, and other programming needs.
  2. Assist Vice President and Senior Research Manager with dissemination of CPAR research and policy deliverables to internal and external stakeholders, such as CBCF staff, congressional offices, organizational partners, CPAR contact lists, and beyond;
  3. Management of CPAR databases related to policy programming, external stakeholders, congressional offices, and beyond.
  4. Other administrative tasks as needed.


  1. Required Special Skills
  1. General knowledge of the federal legislative process, the U.S. Congress, the Congressional Black Caucus and its members, and related policy.
  2. Aptitude and experience in operations and program management.
  3. Proven strong time management skills, including a high level of organization, attention to detail, and follow-through, while balancing and prioritizing multiple activities and responsibilities.
  4. Ability to translate big-picture thinking into written plans and presentations and confidence in presenting and advocating those plans both internally and externally.

  1. Ability to effectively collaborate with staff and consultants in connection with large scale events and projects.
  2. Ability to effectively manage and balance administrative responsibilities with capacity to deliver against organization goals and objectives.
  3. Acts as a thought partner to CPAR department leads.


  1. RESPONSIBILITY FOR ACCURACY/ACCOUNTABILITY


The Program Manager must communicate with stakeholders to positively influence the effectiveness of CBCF in achieving its objectives. They must successfully deliver all tasks assigned with exceptional customer service to internal and external stakeholders. They must follow and adhere to federal, state, and local ethics laws, as well as CBCF policies governing conduct. Failure to comply may result in penalties for CBCF and the Program Manager.


  1. SPECIFICATIONS


  1. Knowledge: Bachelor’s degree required. Master’s degree or graduate work in public policy, social science, management, leadership, or related fields preferred; four years of proven relevant experience or related work can substitute for this preference. Experience in research, programming, planning events, and/or administration is a plus.


  1. Skills and Abilities: 


  1. Exceptional written and oral communication skills in professional settings.
  2. Highly detail-oriented with strong follow-through.
  3. Ability to multi-task and work well with a variety of people in a fast-paced/ever-changing environment. 
  4. Ability to maintain a good working relationship with co-workers, contractors, volunteers, and stakeholders.
  5. Ability to engage in creative problem solving to identify and address problems and take initiative while utilizing a solutions-oriented approach, exhibiting flexibility and good judgment. 
  6. Exceptional organizational and planning skills, proven leadership skills, and strong relationship management.
  7. Prior experience with project management tools (e.g., Monday.com, Asana) is a plus.
  8. Basic design experience (e.g., Canva, Adobe Photoshop/InDesign) is a plus.


  1. Computer and Technical Proficiencies: Highly proficient skills in Microsoft Office applications (Outlook, Word, Excel, and PowerPoint) and overall aptitude for technology and cloud-based software are required.


        D. Physical Requirements: Ability to work in a fast-paced environment with strict deadlines, ability to work                      evening and weekend events and/or off-hours responses as necessary. Some light travel may be required. Must               work well under pressure and be able to manage simultaneous priorities and deliverables.




Salary : $75,000 - $85,000
