Summary

The Project Manager (PM) is a core member of the Confluence Health Project Management Office, responsible for leading capital construction, facilities, operational, and IT initiatives through the full project life cycle within a complex, regulated healthcare environment. This role partners with clinical leaders, operational sponsors, external contractors, and subject matter experts to plan, execute, and close projects that directly support patient care delivery, regulatory compliance, and organizational strategy.

The PM operates within PMO governance standards and brings structured discipline to scope, schedule, budget, risk, and stakeholder coordination - ensuring projects are set up for success from intake through closeout. This role requires strong situational awareness, proactive communication, and the ability to navigate the unique constraints of healthcare project delivery including regulatory review, infection control, clinical workflow disruption, and multi-site coordination across Central and Eastern Washington.

Position Reports To: PMO Director

Essential Functions

  • Lead project initiation through development of project charters, scope definitions, and work breakdown structures; engage stakeholders early to establish clear objectives, roles, and success criteria before work begins.
  • Build, maintain, and control detailed project schedules using industry-standard tools (e.g., Microsoft Project); identify critical path, float, and predecessor/successor dependencies across integrated project scopes.
  • Manage project budgets from initial estimate through closeout - tracking committed costs, forecasted spend, and variances; flag budget deviations proactively with context and recommended mitigations.
  • Identify, document, and actively manage project risks and issues; escalate appropriately to the PMO Director or project sponsor when thresholds are exceeded or decisions require leadership visibility.
  • Serve as the primary point of coordination between project sponsors, clinical and operational end users, design and construction teams, vendors, and regulatory bodies - translating between technical and non-technical audiences as needed.
  • Produce and distribute consistent project status communications including written reports, meeting facilitation materials, and documented decisions; track and follow up on action items through to resolution.
  • Facilitate productive project team meetings; maintain structured documentation of decisions, open issues, and next steps in the PMO's centralized repository.
  • Coordinate regulatory submissions and approvals as applicable to assigned projects, including Washington State Department of Health (DOH) Construction Review Services, AHJ requirements, and ICRA/infection control protocols for healthcare construction.
  • Integrate clinical workflow and patient safety considerations into project planning; partner with clinical, facilities, and safety teams to ensure projects meet healthcare operational and compliance requirements throughout the project life cycle.
  • Maintain audit-ready project documentation including contracts, permits, change orders, meeting records, and closeout packages in the designated document management system.
  • Operate within PMO governance standards including project intake, prioritization, stage-gate reviews, and portfolio processes; ensure assigned projects adhere to established PMO governance expectations throughout the project life cycle.
  • Facilitate structured project closeout including lessons learned, final budget reconciliation, and transition to operations; apply findings to improve future project delivery.
  • Support portfolio-level reporting, executive visibility, and resource coordination activities across assigned initiatives; contribute to PMO communications that keep leadership informed of status, risk, and decisions requiring escalation.
  • Performs other duties as assigned.

Qualifications

Required:

  • Bachelor's Degree or equivalent.
  • Experience in project management principles and frameworks.
  • Experience applying change management principles across clinical or operational project implementations.
  • Demonstrated experience coordinating external contractors, design professionals, and/or technology vendors.
  • Demonstrated success in delivering projects on time, within budget with client satisfaction.
  • Ability to obtain CAPM or other certification within 1 year of hire.
  • Proficiency in project scheduling tools (Microsoft Project or equivalent).
  • Proficiency in Microsoft 365 (Word, Excel, PowerPoint, Teams, SharePoint).
  • Proven ability to develop, maintain, and communicate project budgets, forecasts, and variance analyses.
  • Strong facilitation and meeting management skills across multi-disciplinary stakeholder groups
  • Clear, audience-appropriate written and verbal communication — including executive-level status reporting.
  • Ability to adapt quickly and maintain forward progress in fast-paced, complex healthcare environments with shifting priorities, ambiguous scope, and concurrent operational demands.

Desired

  • Experience with capital construction, facilities, or infrastructure projects.
  • Experience with Agile, hybrid, or adaptive project delivery frameworks.
  • PMP (Project Management Professional) - PMI.
  • CAPM, PMI-ACP, DASM, or equivalent active certification.
  • Familiarity with Power BI or equivalent portfolio reporting tools.
