POSITION SUMMARY

The HSE Specialist leads the development, implementation, and enforcement of health, safety, and environmental programs across all terminal operations – dockside, rail yard, and truck lanes. This is a hands-on, field-forward role responsible for ensuring compliance with federal and state regulatory frameworks including OSHA, DOT, FRA, USCG, and the Texas General Land Office (GLO), while building a proactive safety culture in an operating logistics terminal.

KEY RESPONSIBILITIES

Regulatory Compliance

- Manage compliance with OSHA general industry and marine terminal standards (29 CFR 1910 / 1917)

- Oversee DOT hazardous materials transportation compliance (49 CFR), including shipping papers, placarding, packaging, and driver/handler training requirements - Administer FRA compliance for rail operations, including rail switching safety, blue flag protection, and track safety awareness

- Maintain USCG facility compliance (33 CFR), including Facility Security Plans, Facility Response Plans, and transfer operations requirements

- Manage GLO compliance obligations, including oil spill prevention and response planning, discharge reporting, and coastal lease environmental requirements

- Serve as primary point of contact for regulatory inspections, audits, and agency correspondence Hazardous Materials Management

- Oversee safe receipt, storage, transfer, and transloading of hazardous materials and chemicals across marine, rail, and truck modes

- Maintain SDS libraries, hazard communication programs, and chemical compatibility protocols - Develop and drill spill response, emergency response, and incident command procedures Field Safety Leadership

- Supervise safe work practices around heavy equipment (forklifts, loaders, excavators) and vessel operations - Oversee safety of rail switching, spotting, and transloading activities, including derail protection, securement, and pinch-point controls

- Conduct job safety analyses (JSAs), permit-to-work programs (hot work, confined space, LOTO), and daily field audits

- Lead incident investigations, root cause analyses, and corrective action tracking - Deliver new-hire orientation, contractor safety onboarding, and recurring compliance training - Track and report HSE metrics (TRIR, near misses, training completion) to company leadership

REQUIRED QUALIFICATIONS

- 5 years of HSE experience in marine terminal, port, rail, chemical, or bulk logistics operations, with 2 years in a supervisory role

- Demonstrated working knowledge of OSHA, DOT, FRA, USCG, and GLO regulatory requirements and reporting

- Previous hands-on experience managing hazardous materials operations

- Previous experience working around heavy equipment in an industrial or terminal environment

- Previous experience around rail switching and transloading operations - Ability to write, implement, and audit safety programs, permits, and response plans

- Strong incident investigation and root cause analysis skills

- Proficiency with Microsoft Office and HSE management/reporting systems

- Valid driver's license

PREFERRED QUALIFICATIONS

- OSHA 30 (General Industry); OSHA 510/511 a plus

- Certified Safety Professional (CSP), Associate Safety Professional (ASP), or CHMM - HAZWOPER 40-hour certification

- Experience with USCG-regulated bulk liquid transfer facilities

- Bilingual English/Spanish

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS

- Outdoor industrial environment; exposure to heat, weather, noise, and dust

- Regular work around active heavy equipment, rail movements, dockside operations, and hazardous materials

- Must be able to climb ladders/stairs, walk uneven surfaces, wear required PPE, and lift up to 50 lbs

- On-call availability for incidents and emergency response; occasional nights/weekends as operations require

Competitive salary commensurate with experience.
