Position Summary:
The Maintenance Supervisor oversees all physical maintenance operations for an affordable housing community, ensuring compliance with LIHTC, Section 8, and HUD program requirements. This role is responsible for maintaining the property’s safety, functionality, and appearance while leading maintenance staff, coordinating vendors, and ensuring adherence to all regulatory, safety, and quality standards.
Key Responsibilities
Property Maintenance & Repair
- Lead and perform daily maintenance duties including plumbing, electrical, HVAC, carpentry, appliance repair, and general building upkeep.
- Ensure all units, common areas, and building systems meet LIHTC/HUD/Section 8 quality standards, including HQS and REAC inspection readiness.
- Oversee work orders to ensure timely completion, accuracy, and proper documentation.
- Maintain preventive maintenance schedules for all building systems and property equipment.
- Monitor and troubleshoot building systems, including boilers, chillers, fire systems, and security systems where applicable.
Leadership & Team Supervision
- Supervise, train, and evaluate maintenance technicians, groundskeepers, and porters.
- Assign daily workloads and oversee performance, ensuring tasks are completed safely and efficiently.
- Promote a culture of professionalism, customer service, accountability, and safety.
Compliance & Inspections
- Ensure the property meets all local, state, and federal housing quality guidelines.
- Prepare for and participate in REAC, MOR, and other program inspections.
- Maintain accurate inspection and maintenance records in compliance with LIHTC, HUD, and property management requirements.
- Ensure unit turns meet LIHTC/HUD habitability standards and are completed within established timelines.
Safety & Risk Management
- Implement and enforce OSHA, EPA, and company safety policies for all maintenance activities.
- Conduct regular safety training and ensure the use of proper PPE.
- Identify hazards, mitigate risks, and maintain compliance with fire and building codes.
- Respond to emergency maintenance situations and participate in the on-call rotation.
Budgeting & Inventory
- Assist in planning and managing the maintenance budget.
- Monitor expenditures, obtain vendor quotes, and control costs.
- Maintain inventories of supplies, tools, and equipment.
- Oversee vendor and contractor work, ensuring quality and contract compliance.
Customer Service & Resident Relations
- Engage with residents professionally and courteously regarding maintenance issues.
- Ensure maintenance work supports resident satisfaction and retention.
- Address resident concerns in a timely and respectful manner.
Qualifications
Required
- 5 years of maintenance experience in multifamily housing required
- High School Diploma or equivalent required
- Affordable housing (LIHTC, Section 8, HUD) required
- 1–3 years of supervisory experience.
- Strong working knowledge of building systems: electrical, plumbing, HVAC, carpentry, and mechanical.
- Ability to meet compliance requirements for REAC and other affordable housing inspections.
- Valid driver’s license and reliable transportation.
- Ability to participate in on-call rotation.
Preferred
- Certifications: HVAC, EPA 608, CPO, CAMT, OSHA 10/30, or other relevant credentials.
- Experience with property management systems
- Prior experience in tax credit lease-up or maintaining compliance documentation.
Physical Requirements
- Ability to lift up to 50 lbs.
- Ability to perform tasks requiring bending, kneeling, climbing ladders, and working in various environmental conditions.
- Ability to respond to after-hours emergencies.
