Quality Management Representative - Construction Phase (Owner’s Representative) (1709630)     $50 – $70 per hour

Millersburg, OR

Part Time; Contract (20-30 hours per week)


Location: Millersburg, OR (on-site weekly; additional visits as required)

Project: Large-scale manufacturing facility (confidential) — phased area turnover to equipment vendor

Reports To: Owner’s Project Manager


Role Purpose

Provide impartial, proactive, and technical quality assurance oversight during construction to ensure the work delivered meets contract drawings, RFIs, approved submittals, and industry best practices. The Quality Management Representative (QMR) is not a testing agency; they review workmanship, coordination, sequence, and conformance to help prevent rework, delays, and warranty issues by catching problems early.


Key Responsibilities


Daily/Weekly On-Site Duties

  • Perform scheduled on-site quality inspections at least once per week; increase frequency during critical activities or phased handovers.
  • Walk phased areas prior to vendor move-in and confirm all pre-requisites are complete (punchlist, penetrations sealed, utilities available, floor tolerances, clearances, protective measures).
  • Review ongoing installations (slab, tilt wall, structural, MEP rough-ins, finishes, equipment supports, coatings, specialty systems) for conformance to drawings, submittals, RFIs, and specifications.
  • Observe and document workmanship, material condition, correct sequencing, and protection of adjacent work.

Documentation & Reporting

  • Produce a standardized weekly Quality Report with photos, deficiencies, priority level, recommended corrective actions, responsible party, and target completion dates.
  • Maintain and update a quality issues log / deficiency register (track to closeout).
  • Verify contractor corrective action effectiveness; confirm re-inspection and close-out.
  • Attach annotated photos, markups, and reference drawings/submittals to reports.

Coordination & Communication

  • Act as the Owner’s eyes on-site: proactively raise concerns to Owner PM and GC, recommend mitigation strategies, and participate in quality-related coordination meetings.
  • Review RFIs and submittals for quality implications (identify missing/incorrect items that could affect future work). Flag fit-for-purpose submittals to Owner PM.
  • Coordinate with GC QA/QC and third-party inspectors (testing/inspections) to ensure alignment between observations and formal test results.

Pre-Handover / Phased Turnover Support

  • Create and execute detailed inspection checklist for each area prior to vendor access.
  • Confirm critical tolerances/conditions (e.g., floor flatness/levelness, slab elevations, slab cracks, line-of-sight, anchor locations, blockouts, embedded items, dock elevations, utilities, compressed air, power distribution).
  • Produce a ‘Turnover Readiness’ report listing outstanding items, likely impacts to vendor, and recommended temporary measures.

Risk Mitigation & Continuous Improvement

  • Identify recurring workmanship or process issues; recommend process changes, quality controls, or training.
  • Coach contractor forepersons on Owner expectations when appropriate.
  • Provide lessons-learned summaries at major milestones.

Required Qualifications & Experience

  • Minimum 10 years of direct construction experience on commercial/industrial projects; experience with manufacturing facilities, heavy equipment installations, or similar large industrial projects preferred.
  • Demonstrated experience with concrete slab tolerance issues, tilt-wall construction, structural work, MEP coordination, and walkdown processes for equipment installations.
  • Prior role as Owner’s Representative, Construction QA/QC Manager, Quality Manager, or experienced Senior Field Engineer preferred.
  • Solid understanding of construction contract documents (drawings, specifications), submittal/RFI process, and how field conditions interface with design intent.
  • Proficient in producing clear, concise field reports with photo documentation.
  • Trade or technical background (construction technology, civil, architectural, mechanical, or electrical) preferred.
  • Valid driver’s license; ability to travel to Millersburg site weekly and occasionally stay longer during critical phases.

Certifications & Technical Skills (Preferred)

  • Certified Construction Manager (CCM) or AIA/CSI experience beneficial.
  • OSHA 30 or equivalent safety training.
  • Familiarity with common QA/QC and punchlist tools (Procore, PlanGrid, Fieldwire, Bluebeam) and MS Office (Excel, Word, Outlook).
  • Ability to read and mark-up construction drawings; coordination with BIM/3D models is a plus.
  • Experience with root cause analysis, FMEA, or Six Sigma methods is a plus.

Personal & Professional Attributes

  • Proactive observer — notices small deviations before they become large issues.
  • Strong written and verbal communicator; able to write concise reports for non-technical stakeholders.
  • Decisive and diplomatic — can raise tough issues with GC while maintaining working relationships.
  • Detail-oriented, organized, and able to manage multiple tracking lists.
  • Comfortable working in active construction environments and adhering to site safety rules.
