CTUIR MISSION STATEMENT

Exercise the Tribe’s sovereign authority to achieve the maximum protection of resources identified in the Treaty of 1855; to protect newly acquired lands wherein the Tribe has a vested interest, to protect the lands of all the citizens and residents of the Umatilla Indian Reservation. This position will protect human life, water, land, air, and wildlife by exercising professional skills and abilities in the protection of the resources of the Confederated Tribes of the Umatilla Indian Reservation.

GENERAL STATEMENT OF DUTIES

Skilled, entry‑level management role responsible for multi‑trade maintenance work. Duties include equipment repair, landscaping, fencing, building maintenance, scheduling tasks, supervising staff, managing timesheets, and ensuring effective communication. Receives daily assignments with routine check‑ins, and may follow written instructions, plans, or diagrams. Promoting a culture of safety and an accident‑free work environment. Work is reviewed by the CTUIR Housing Department for one BOLSTER Lead and CTUIR Public Works the other BOLSTER Lead with both positions being equal.

EXAMPLES OF ESSENTIAL JOB DUTIES & RESPONSIBILITIES

1. To lead and coordinate CTUIR BOLSTER Training Program crew with direction from Public Works and Housing in a safe and efficient manner.

2. Maintain compliance with BOLSTER handbook requirements. Work collaboratively on the Individual Employment Plan to advance goals and address barriers proactively.

3. Provide clear instructions, enforce safety, support crew, ensure proper equipment use, and maintain a 7:30 a.m.–4:00 p.m. schedule. Ensure punctuality by observing all required start, break, lunch, and end times.

4. Maintain daily worker counts, manage weekly timesheets, and communicate with related departments. Pick-up BOLSTER stipends.

5. Assess and request weekly supplies for crew tasks. Limit the number of trips required to gather supplies, in general Monday or Friday. Emergency situations work with supervisors or Housing and Public Works.

6. Submit weekly progress reports, including performance updates, completed duties, photos, and upcoming assignments.

7. Coordinate with other Tribal departments as approved by Public Works and Housing.

8. Plan for supplies, materials, and paperwork; arrive early and close out sites properly.

9. Prepare documentation for all tasks, including time, materials, location, and work summaries.

10. Assist with moving heavy objects, working indoors and outdoors, and using ladders as needed.

11. Perform maintenance and cleanup of work areas, including debris removal, raking, trimming, and general grounds care.

12. Clear work areas before and after tasks in Housing and Public Works locations.

13. Operate equipment such as CTUIR vehicles, weed eaters, shovels, rakes, concrete and carpentry tools.

14. Assist with painting buildings, curbs, streets, and crosswalks as needed.

15. Ensure timely completion of assigned tasks while promoting teamwork.

16. Properly dispose of debris, recycle materials, and maintain tools with TERF.

17. Perform other duties as assigned.

SIGNATORY AUTHORITY: None

ACCESS TO SENSITIVE AREAS: At Housing tenant rental locations and designated NGC work sites.

REQUIRED MINIMUM QUALIFICATIONS: (It is the responsibility of the applicant to demonstrate in writing he/she does meet the following minimum qualifications.)

1. Valid driver’s license meeting CTUIR insurance requirements.

2. High School Diploma/GED and at least three years of Preferred residential maintenance or construction experience (carpentry, plumbing, electrical, sheetrock).

3. Skilled in basic building repair, carpentry, painting, and general maintenance.

4. Ability to lead a crew of 4–8 with minimal supervision.

5. Able to read basic drawings, complete reports, and perform job‑related math.

6. Knowledgeable and safe in using hand tools, power tools, and equipment.

7. Strong communication and interpersonal skills for interacting with supervisors, staff, tenants, and community.

8. Physically able to perform manual labor, lift up to 80 lbs., work in adverse weather, climb ladders, work at heights, and access confined spaces.

9. Good manual dexterity, vision, and hearing for detailed repair work and equipment operations physical demands.

10. Ability to organize work, meet deadlines, multitask, and maintain confidentiality.

11. Capable of handling emergencies appropriately and following procedures.

12. Able to work independently and as part of a team, interpreting written and verbal assignments.

13. Strong judgment, problem‑solving skills, and professionalism in community settings.

14. Ability to maintain accurate records and complete required documentation.

15. Must be able to operate and maintain office machines (copiers, printers, scanners, etc.).

16. Must have knowledge of computer processing equipment and software, including Word, Excel, Power Point, Outlook and other Office Suite software.

17. Must have a valid state driver’s license, reliable transportation, and meet Tribal insurance requirements.

PHYSICAL DEMANDS:

  • Ability to stand and walk around for long periods of time.
  • Ability to lift and carry project equipment up to 80 pounds

3. Must be able to stoop, carry, drag, climb, carry and hoist as needed.

5. Ability to work in a field that requires repetitive motions, pruning, raking, and weed eating and sitting for extended periods of time.

6. Ability to stand and walk for long periods of time during site visits, outdoor meetings or other colloquiums.

7. Must be able to work in extreme weather conditions: wind, rain, cold and especially hot temperatures as seasons change.

Pursuant to Tribal Worker’s Benefit Code, Section 4.02.A. “All workers shall disclose any pre-existing physical or mental disorder and/or disability that could potentially affect or impair the worker’s ability to perform in a reasonable and safe manner the activities involved in the position in which they work. Disclosure shall be made in the employment application or interview before commencing employment or before commencing new job duties after job reclassification, reassignment, promotion, demotion, or other change in job duties. The content of such disclosure shall be made promptly by the covered worker after submitting a claim for benefits under this Code.”

SELECTION PROCESS:

Tribal Personnel Policies Manual, Section 3.01: Employment Preferences

The Tribe's employment preferences shall be as follows:

1. Indian Preference. It shall be the policy of the Tribe to provide preference in hiring opportunities within the Tribal government to CTUIR members and to other Indians enrolled in federally recognized tribes. This CTUIR member and Indian preference shall be applicable in all employee hiring, promotion, and transfer decisions.

2. Veteran’s Preference. It shall be the policy of the Tribe to provide preference in hiring opportunities to veterans honorably discharged from the United States Armed Forces.

3. The employment preferences set forth in this section shall apply to all Tribal programs regardless of the program's funding source and shall apply to all classes of positions referenced in §3.05.

4. Except for the employment preferences authorized under this section, it shall be the policy of the Tribe that no employee or job applicant shall be discriminated against in pursuit of employment or career growth due to race, color, religion, gender, sexual orientation, age or national origin.

All CTUIR Tribal positions are competitive.
