Youth Activities Program Manager

Hourly Wage: $29.70/Regular/Full-Time/Supervisory


Responsible for the overall management of the Yakama Nation Youth Activities Program and providing oversight to program staff and the program budget. This position is responsible to ensure that youth services and resources are available to Yakama Nation children, youth, and families to strengthen and promote a positive lifestyle and overall health and wellness on the Yakama Reservation and surrounding communities. The Youth Activities Program Manager is responsible for the organization, planning, implementation, and evaluation of youth-centered programs that promote a positive lifestyle, personal development, youth leadership, community engagement, and enrichment.


The Youth Activities Program Manager is responsible for leading and managing a variety of community health, wellness, recreational, educational, social, and cultural youth programs, workshops, events, mentorship initiatives, and prevention-based activities for Yakama Nation children and youth. This position promotes positive youth development by providing safe, healthy, inclusive, and engaging environments that encourage participation, teamwork, and personal growth. This role also provides culturally relevant opportunities that encourage resilience, leadership, and wellness.


A key responsibility of this role is the full planning, coordination, and execution of the annual youth camp (Camp Chaparral), including camp program development, logistics, staffing, and evaluation ensuring all aspects of the camp are organized, supervised, and carried out in a safe and culturally respectful manner.


This position will be required to work some evenings and weekends.


Examples of Work Performed:

Program Management & Development:

Design, implement, and manage youth programs that align with organizational goals and meet the developmental needs of children and youth.

Collaborate with Behavioral Health staff, Tribal programs, schools, and community partners to promote and enhance youth involvement.

Support community and cultural events (e.g., powwows, longhouse activities, seasonal ceremonies, prevention campaigns).

Develop, coordinate, and facilitate youth activities, workshops, and events focused on prevention, wellness, culture, and positive life skills.

Coordinates a range of different wellness and healthy living activities for children, youth, and families.

Develops, plans, organizes, and implements on-going community health and social projects.

Coordinates and supervises activities at various locations.

Distributes bulletins on program activities and services to local communities, schools, and programs with the Yakama Nation organization and other agencies.

Works with professionals to plan and develop effective cultural, recreational, and social projects.

Coordinates with appropriate programs and staff to ensure supervision during all activities.

Performs research to identify available resources that complement program goals and objectives.

Seeks active participation of school Indian Clubs, Head Start, Child Care programs, and other organizations that work with youth.

Keeps the community and public informed of activities through newsletters, brochures, and media.

Develops on-going plans for projects with consideration to Yakama cultural, traditional, and religious values.

Attends training sessions relative to working with youth and adolescents.

Prepares and provides required reports and necessary forms in a timely manner. Perform other duties as assigned.

Oversee daily operations of youth programs including scheduling, supervision, resource management, and participant safety.

Maintain accurate records, attendance logs, and program reports.

Conducts weekly regular staff meetings to review plans and organize activities/events for youth and their families.

Plan, develop model and focus on the construction of a Yakama Nation "Youth" Fitness Facility for youth only use in each community on and off the Yakama reservation.

Meets with community members to determine their needs on requests for specific activities and projects.


Evaluate program effectiveness through surveys, feedback, and outcome measurements, and make data-informed improvements.

Perform other related duties as assigned to support the Behavioral Health Program.


Annual Camp Chaparral Youth Camp Coordination:

Lead the planning, organization, and execution of the annual Camp Chaparral Youth camp.

Plan, organize, and oversee the annual Youth Camp at Camp Chaparral, including scheduling, program development, staff/chaperone coordination, transportation, meals, and participant safety.

Provide direct supervision and mentorship to youth participants during activities and events, including overnight camp activities.

Coordinate logistics such as scheduling, transportation, facility use, and equipment for youth activities and camp programs.

Maintain accurate attendance, activity, and reporting records as required by program funding sources.

Develop camp programming focused on personal growth, leadership development, recreation, and community building. Ensure all activities and camps are conducted in a safe, respectful, and culturally appropriate manner.

Secure facilities, manage camp budget, and ensure compliance with health and safety standards.

Recruit, train, and supervise camp staff and volunteers. This includes completing all necessary contract paperwork, and/ or recruitment and hiring paperwork.

Handle registration, communication with families, and participant support.

Youth Engagement & Outreach:

Foster strong relationships with youth participants, families, schools, and community partners.

Increases awareness in youth about the Tribal Government system.

Recruits members for a Community Advisory Board as well as a Youth Council and chairs meetings on a regular basis.

Recruits and trains volunteers.

Collaborates with Yakama Boys & Girls Club.

Develop recruitment strategies to ensure robust participation in programs and the annual camp.

Promote programs via social media, newsletters, and community presentations.

Act as a role model and mentor to youth, providing guidance and support when needed.

Team Leadership & Supervision

Recruit, train, and supervise part-time staff, contracted staff, interns, and volunteers involved in youth programming.

Provide ongoing coaching, performance feedback, and ensure staff adherence to organizational values and policies.

Administrative & Compliance

Ensure program compliance with all organizational, state, and federal policies including those related to youth protection and safety.

Coordinates development of an annual budget, goals, and objectives.

Ensures program expenditures are consistent with applicable guidelines and policies.

Coordinates preparation of budget modifications as needed to meet program needs.

Manage program budgets, track expenditures, and assist with grant reporting and fundraising efforts.

Collaborate with the development team to provide impact stories and metrics.


Knowledge, Skills and Abilities:

Knowledge of Yakama culture, traditions, and values, with ability to incorporate them into youth activities and camp programming.

Understanding of youth development, prevention strategies, and behavioral health principles.

Ability to plan, organize, and lead youth programs, events, and camps.

Strong communication, teamwork, and interpersonal skills for working with youth, families, and partners.

Ability to supervise youth in group and camp settings, ensuring safety and positive engagement.

Basic computer skills (Word, Excel, email, reporting systems).

Knowledge of the Yakama Reservation and surrounding communities.

Knowledge of Yakama Nation Personnel Policies and Procedures.

Knowledge of D365 Finance System and iSolved Software.

Knowledge of management principles and practices; including management of people and funds.

Knowledge of report preparation and data gathering.

Ability to communicate effectively, both orally and written.

Ability to establish effective working relationships.

Ability to plan, assign and supervise the work of program staff.

Ability to accomplish administrative tasks with minimal supervision and direction.


Ability to work effectively under stress.

Ability to plan, organize, and implement health initiatives, services, and activities.

Ability to stimulate and promote interest in social and health related activities and participation for assistance in

conducting them.

Must possess computer skills and ability to use Microsoft Office and software related to program.

Must maintain confidentiality as appropriate for the safety of clients and staff.

Able to work effectively independently and as a team.


Minimum Requirements:

Bachelor's Degree in Education, Recreational Leadership, Social Work, Behavioral Health, or related field and/ or 4 years of related experience working with youth, communities, and other organizations. Must have demonstrated successful implementation of Recreational and/or physical education programs/projects.

Two (2) years of experience working in youth development and youth programming around youth wellness, recreation, prevention, or community programming. Strong preference for candidates with demonstrated success in developing new youth programs.

Must have knowledge of Yakama culture and community.

Must possess a First Aid/CPR card or obtain one within 60 days of employment.

Must possess a Food Handler's Card or obtain one within 60 days of employment.

Must be eligible to obtain a Certified Peer Counselor License

This position requires flexible scheduling to meet program needs. This position will be required to work some evenings and weekends. Work may include evenings, weekends, holidays, and overnight stays, especially during the Youth Camp at Camp Chaparral and other seasonal events.

Work will involve both indoor and outdoor environments, with physical activity and supervision of youth in various settings.

Must be able to travel as needed for youth activities and training.

Required to pass a pre-employment background check.

Required to pass a pre-employment drug test.

Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.


Preferred Requirements:

Experience planning and coordinating community or youth events, including camps or overnight activities.

Previous work with Native American communities.

Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.
