Position Summary

The Director of Training is responsible for developing, implementing, and continuously improving Concrete Strategies' training strategy with a primary focus on Department of Transportation (DOT) compliance, safety education, regulatory training, and employee learning. This leader ensures employees receive high-quality, consistent training that promotes a culture of safety, regulatory compliance, operational excellence, and continuous learning.

Reporting to the Senior Vice President of Culture and Professional Development, the Director of Training serves as the company's subject matter expert for DOT and safety-related training, partnering closely with Fleet, Operations, and Culture and Professional Development leadership to standardize training programs across all offices and project locations. The Director identifies training needs, develops curriculum, delivers instructor-led and digital learning programs, maintains compliance records, and ensures all required certifications remain current. This role plays a critical part in reducing organizational risk, improving employee competency, supporting regulatory compliance, and advancing Concrete Strategies' commitment to safe and efficient project delivery.

 

Key Responsibilities

  • Develop and implement the company's strategic training program for DOT compliance, OSHA requirements, safety initiatives, and regulatory education.
  • Establish standardized training programs across all regions and business units to ensure consistency and compliance.
  • Design, develop, and deliver instructor-led, virtual, field-based, and online training programs.
  • Oversee company-wide onboarding and safety orientation programs for new employees.
  • Develop annual training plans, calendars, and compliance schedules.
  • Ensure compliance with all applicable DOT, FMCSA, OSHA, MSHA (where applicable), and state regulatory training requirements.
  • Develop and maintain training for:
    • DOT Driver Qualification requirements
    • Hours of Service (HOS)
    • Vehicle inspections
    • Defensive driving
    • Drug & Alcohol Clearinghouse requirements
    • Fleet safety
    • OSHA 10/30
    • Fall Protection
    • Excavation & Trenching
    • Crane and Rigging Safety
    • Equipment Operations
    • Hazard Communication
    • Personal Protective Equipment (PPE)
    • Emergency Response
    • Incident Reporting
  • Coordinate required certifications and recertifications.
  • Develop training materials including presentations, manuals, videos, toolbox talks, SOPs, and digital learning modules.
  • Administer and maintain the company's Learning Management System (LMS).
  • Maintain accurate employee training records and regulatory documentation.
  • Monitor certification expirations and ensure timely renewals.
  • Conduct training effectiveness assessments and implement continuous improvements.
  • Perform field observations to identify training opportunities and reinforce safe work practices.
  • Partner with Safety leadership during incident investigations to identify training deficiencies and corrective actions.
  • Assist during OSHA, DOT, insurance, and client audits involving employee training records.
  • Supervise Training Coordinators, instructors, or other training personnel as assigned.
  • Maintain current knowledge of changing DOT, OSHA, FMCSA, and industry regulations.
  • Develop department budgets related to training materials, technology, outside instructors, and certifications.
  • Provide regular reporting to executive leadership regarding compliance, participation, and training performance metrics.

 

Required Qualifications

  • Bachelor's degree in Occupational Safety, Education, Construction Management, Business Administration, Human Resources, or a related field; equivalent experience may be considered.
  • Minimum of eight (8) years of experience developing and administering safety or compliance training programs.
  • Minimum of five (5) years of leadership or management experience.
  • Extensive knowledge of DOT, FMCSA, OSHA, and construction safety regulations.
  • Experience developing instructor-led, online, and blended learning programs.
  • Experience managing Learning Management Systems (LMS).
  • Strong presentation, facilitation, and public speaking skills.
  • Excellent organizational, planning, and project management abilities.
  • Ability to travel regularly to regional offices and project sites.

 

Knowledge, Skills, and Abilities

  • Thorough understanding of DOT, FMCSA, OSHA, and construction safety regulations.
  • Knowledge of adult learning principles and instructional design.
  • Strong leadership and coaching abilities.
  • Excellent written, verbal, and presentation skills.
  • Ability to communicate regulatory requirements in a practical, understandable manner.
  • Strong analytical and problem-solving skills.
  • Ability to organize multiple training initiatives simultaneously.
  • High level of professionalism and integrity.
  • Proficiency with Microsoft Office Suite, Learning Management Systems, and training technologies.
  • Ability to build strong working relationships with field operations, leadership, and support departments.

 

Physical Requirements / Work Environment

  • Frequent travel to regional offices and active construction projects.
  • Ability to walk uneven terrain and navigate active construction sites safely.
  • Ability to stand for extended periods while conducting classroom and field instruction.
  • Ability to lift and transport training materials and equipment up to 25 pounds.
  • Must be able to wear required Personal Protective Equipment (PPE) while visiting project sites.
  • Combination of office, classroom, and outdoor work environments.

Compensation and Benefits

Salary Range: Competitive Annual Salary based on qualifications, skills, training, experience, and location.

Discretionary Annual Bonus: Subject to company performance and individual contribution.
