POSITION DESCRIPTION
The Assistant Superintendent of Teaching & Learning provides educational leadership to the school communities and to the Concord Public Schools/Concord-Carlisle Regional School District. As the district’s curriculum and instructional leader, the Assistant Superintendent plans, develops, and implements high quality educational programs to promote student achievement and teacher effectiveness. The Assistant Superintendent supervises the curriculum revision process, the selection of instructional materials, technology, and teacher resources, the comprehensive professional development program, and the district-wide accountability efforts including the MCAS. Working collaboratively with the Superintendent, the Assistant Superintendent of Finance and Operations, Principals, and the Directors of Technology, Diversity, Equity, Inclusion and Belonging, Student Services and Human Resources, the Assistant Superintendent implements policies and practices promoting the success of all students, accountability in all programs, and fiscal responsibility at site and district levels. This position provides leadership for data mining, analysis of complex research data, and provides patterns of data as evidence of programmatic success, student achievement, and school site performance.
REQUIREMENTS
Education Level Required: Masters degree required
Experience Desired: Minimum 5 years of successful public school teaching and school administration experience.
Other Requirements:
1.Massachusetts license as a superintendent/assistant superintendent.
2.Current knowledge of and commitment to research based in teaching and learning and understanding of standards-based education.
3.Demonstrated ability to work collaboratively with school department personnel.
4.Successful leadership experience in standards-based curriculum development, differentiated instruction and effective school research.
5.Demonstrated ability to plan, implement, and evaluate professional development.
6.Proven competence in utilizing multiple assessment tools and data analysis methodology regarding student performance data to aid decision making in planning/revising/refining curriculum, instruction and assessment.
7.Proven competence in complying with state and federal laws, regulations and requirements regarding student, school, and district accountability in a community with a diverse student population.
MAJOR RESPONSIBILITIES
Educational Leadership
•Serves as the district leader in educational programs. Focuses district efforts on what is best for students and their learning. Directs district practices that support student achievement including the use of multiple sources of data.
•Supports efforts of site principals who serve as educational leaders of the individual schools.
•Coordinates district improvement efforts in increasing student learning and teacher effectiveness and supports efficacy of programs and staff through the use of data.
•Develops, revises, and monitors district-wide curriculum and courses of study that reflect state and local grade-level standards and Curriculum Frameworks.
•Supervises district-wide assessment, including Massachusetts Comprehensive Assessment System, and documentation of student learning. Organizes and presents data as required.
•Supervises the evaluation of instructional programs, and analyzes student assessment data and program accountability data to improve student learning and teacher effectiveness.
•Works closely with the school committee, administrative team, and the educational community in developing a plan for achieving the mission, vision, goals, and strategies of the school systems.
•Is visible in schools, central office, and the community in advocating for the schools.
Administration
•Supervises and evaluates the curriculum specialists, K-12 Health Specialist, K - 5 Elementary Curriculum Coordinator, STEAM instructor, ELL Coordinator, and Adult & Community Education Director.
•Develops and supervises procedures for providing instructional materials, technology, and resources to staff.
•Collaborates with principals, grade-level teacher leaders, and department chairs to implement an ongoing process for reviewing and revising the curriculum, instructional programs, and assessment practices in the curriculum content areas. Uses data to support programmatic effectiveness.
•Collaborates with principals and curriculum leaders to determine annual professional development priorities.
•Develops and manages annual budgets for curriculum and instructional services.
•Administers the review and monitoring of home schooling plans.
•Works closely with administrative staff to develop and monitor annual site and district budgets.
•Coordinates and implements an effective and comprehensive district-wide professional development program which reflects district goals.
•Provides resources and opportunities to enhance staff performance.
•Maintains a professional climate that promotes continuous learning for all staff.
•Responsible for submission of Federal & State grants
•Oversees the administration of the ELL Program
Promotion of Equity & Diversity
•Serves as an advocate for equal access to education and equal opportunities in education for all students.
•Applies and adapts school or state guidelines to meet needs of a diverse student population in compliance with federal and state law, state regulations, and school committee policy, as applicable.
Community Relations
•Promotes partnerships among staff, parents, business, and the community.
•Engages in advocacy on behalf of students and their schools.
Professional Responsibilities
•Collaborates with other administrators through state and national professional organizations.
•Attends conferences and meetings regarding current practices; is a continuous learner reflecting on educational leadership practices.
•Performs other duties as assigned by the Superintendent.
