STACO Building Company is a growing general contractor and construction services company supporting residential, commercial, industrial, pre-engineered metal building, renovation, and specialty construction projects. STACO is a subsidiary of Concentric Corporation of America and leads construction delivery after projects are awarded and Concentric’s design team advances the required drawings through permitting.

Position Summary

The Construction Operations Manager provides portfolio-level leadership and is accountable for the successful performance of STACO's construction operations. This individual oversees active projects, establishes operational priorities, allocates people and equipment, oversees construction management and field teams, and ensures work is completed safely, profitably, on schedule, within contract requirements, and to company quality standards.

This role serves as STACO's primary operational connection among executive leadership, Concentric's estimating and design teams, Construction Project Managers, the Construction Operations & Project Controls Coordinator, Superintendents, field personnel, accounting, clients, subcontractors, and vendors. The manager will work closely with the Project Controls Coordinator to delegate and oversee STACO's estimating, takeoffs, subcontractor and vendor solicitation, project tracking, documentation, billing coordination, and reporting. The manager will create the structure and accountability needed to guide work from STACO's estimating and the design-to-construction handoff through mobilization, active construction, client reporting, and closeout while responsibly expanding STACO's workload and geographic reach.

Primary Role: Leading STACO Construction Operations

· Oversee STACO’s construction portfolio and maintain accountability for project performance, profitability, schedules, staffing, safety, quality, billing, and closeout.

· Establish priorities, allocate resources, and lead Construction Project Managers, the Project Controls Coordinator, Superintendents, and field teams.

· Lead STACO’s estimating, subcontractor strategy, project handoff, and operational decision-making within company-authorized limits.

· Maintain effective client, subcontractor, vendor, and Concentric relationships while providing executive leadership with clear portfolio-level reporting.

Key Responsibilities:

Project Portfolio and Operational Leadership

· Direct STACO's involvement from estimating and the design-to-construction handoff through mobilization, active construction, and closeout.

· Confirm that each project has defined scopes, responsible leadership, baseline budget, schedule, subcontracting plan, billing structure, safety requirements, and communication process before work in the field begins.

· Review project schedules and look-ahead plans, identify conflicts or delays, and direct recovery or mitigation plans when performance is at risk.

· Maintain a forward-looking view of backlog, anticipated starts, crew availability, project completions, travel needs, and capacity constraints.

· Determine when STACO should self-perform work, supplement internal crews, or subcontract scopes based on capability, schedule, geography, risk, and profitability.

· Ensure projects remain aligned with client commitments, contract requirements, approved scope, and company expectations throughout execution.

Financial, Contract, and Cost Management

· Maintain accountability for project and portfolio profitability, cost control, cash flow, and timely billing by reviewing budgets, schedules of values, cost reports, forecasts, committed costs, labor performance, invoices, and percentage-complete information.

· Review and approve change-order strategies and supporting documentation, ensuring added work is identified, priced, authorized, incorporated into the schedule, and billed.

· Coordinate with accounting and project teams regarding client invoices, subcontractor invoices, lien waivers, retention, receivables, and payment-related documentation, including uploading, routing, and processing approved invoices through the company’s designated financial platforms, such as Ramp.

· Verify that subcontractor commitments, purchase orders, and project expenditures are consistent with approved budgets and company authorization procedures.

· Identify unfavorable cost or schedule variances early, determine root causes, and implement corrective action before project performance materially declines.

Team Leadership and Resource Planning

· Set clear roles, reporting expectations, decision authority, and performance standards for Construction Project Managers, the Project Controls Coordinator, Superintendents, and field teams.

· Conduct regular portfolio reviews, project-performance meetings, one-on-one discussions, and field-leadership coordination meetings.

· Assign or recommend project leadership and manpower based on project complexity, geography, skill, workload, and development needs.

· Evaluate staffing levels and work with executive leadership to recruit, onboard, develop, and retain the personnel needed to support the project pipeline.

· Provide coaching, resolve performance concerns, and make recommendations regarding training, advancement, discipline, or organizational changes.

· Promote a culture of accountability, responsiveness, teamwork, professionalism, and continuous improvement across office and field operations.

Estimating, Buyout, and Project Handoff

· Lead and oversee STACO's independent construction estimates, including quantity takeoffs, self-performed labor and equipment, subcontractor and vendor pricing, supervision, general conditions, travel, logistics, schedule considerations, and other anticipated costs.

· Review delegated estimates for completeness, accuracy, constructability, competitiveness, and operational feasibility before submission to Concentric; coordinate with Concentric's estimating team regarding scope, assumptions, exclusions, schedule, and capacity.

· Lead or oversee subcontractor and vendor buyout as needed, including scope alignment, negotiations, commitments, documentation, and readiness for mobilization.

· Participate in formal design-to-construction handoff meetings with Concentric's design team, then transfer awarded projects to the assigned Construction Project Manager, Superintendent, and Project Controls Coordinator with current documents and clearly assigned next steps.

Client, Subcontractor, Vendor, and Cross-Company Coordination

· Coordinate the transition of client communication from Concentric's design team to STACO's construction team and establish a consistent reporting structure for each active project, including progress meetings, written updates, schedules, costs, changes, risks, and required owner actions.

· Ensure Construction Project Managers and Superintendents provide consistent, accurate, and timely reporting to STACO and Concentric leadership.

· Conduct or oversee project-level conversations regarding schedules of values, percentage complete, subcontractor performance, payment status, and contract compliance before documents are executed or funds are released.

· Resolve or escalate significant scope, schedule, cost, quality, payment, or relationship issues while protecting the company's contractual and financial interests.

· Build and maintain a qualified network of subcontractors and vendors capable of supporting STACO's current and future work.

Safety, Quality, Compliance, and Closeout

· Ensure compliance with safety policies, applicable laws, contract requirements, permits, inspections, licensing requirements, and project procedures, while holding project and field leadership accountable for planning, documentation, enforcement, reporting, and corrective action.

· Establish quality expectations and conduct or direct field assessments, punch-list reviews, and follow-up on deficiencies.

· Ensure project records support contract administration, claims prevention, change recovery, billing, and closeout.

· Oversee substantial completion, final completion, punch-list resolution, warranties, closeout documentation, client handoff, final billing, and lessons learned.

Operational Systems, Reporting, and Growth

· Develop and maintain STACO's operating procedures, project controls, meeting rhythms, templates, and best-practice playbook.

· Use completed-project and bid-performance information to improve estimating assumptions, resource planning, subcontractor selection, and future execution.

· Support business-development activities by evaluating opportunities, participating in client discussions, and helping leadership build a sustainable and profitable backlog.

· Recommend software, process, training, staffing, and organizational improvements that allow STACO to scale without losing operational control.

Authority and Role Interfaces

· The Construction Operations Manager provides portfolio-level leadership and retains final operational authority for STACO-managed work within company-authorized limits. Construction Project Managers own the day-to-day execution of assigned projects; the Project Controls Coordinator provides centralized tracking, documentation, controls, and follow-through; and Superintendents direct daily field operations.

· Until the supporting positions are fully staffed, the manager may personally perform certain project-management, coordination, buyout, reporting, or administrative duties. Responsibilities will be delegated and re-evaluated as STACO's team, workload, and operating structure evolve.

Minimum Qualifications

· Eight or more years of progressively responsible construction experience, including at least five years leading construction projects, teams, or operations.

· Demonstrated experience overseeing multiple simultaneous projects and coordinating Construction Project Managers, Superintendents, field crews, subcontractors, and vendors.

· Strong working knowledge of construction contracts, project budgets, job-cost reporting, schedules of values, change orders, subcontractor buyout, procurement, and closeout.

· Ability to read and interpret construction drawings, specifications, estimates, scopes of work, schedules, cost reports, and contract documents.

· Proven ability to manage project profitability, schedules, resources, risk, client expectations, and corrective action across a project portfolio.

· Strong understanding of construction safety, quality control, permitting, inspections, and field operations.

· Clear and confident written and verbal communication, including the ability to lead difficult conversations and hold teams accountable.

· Proficiency with Microsoft Outlook, Word, and Excel and experience with construction project-management, scheduling, accounting, or document-control systems.

· Valid driver's license and ability to travel regularly to active project sites, including overnight travel when required.

Preferred Qualifications

· Bachelor's degree in Construction Management, Engineering, Architecture, Business Administration, or a related field; substantial relevant experience may be considered in place of formal education.

· Ten or more years of experience with a general contractor, design-build contractor, or construction-management organization.

· Passage of the NASCLA Accredited Examination for Commercial General Building Contractors and/or experience serving as a qualifying party for a licensed general contractor, with the ability and willingness to support STACO’s contractor-licensing applications and serve as its qualifying party in applicable states, strongly preferred.

· Experience managing or overseeing pre-engineered metal building projects, including coordination of building-system suppliers, foundations, erection, insulation, roofing, wall systems, and related subcontracted scopes.

· Experience leading geographically dispersed or multi-state construction projects and teams.

· Experience developing operating procedures, dashboards, project controls, and management systems for a growing construction company.

· OSHA 30-Hour Construction certification; Certified Construction Manager, Project Management Professional, or comparable credential is a plus.

Work Environment

The employee must be able to work in a fast-paced environment, adjust priorities as project conditions change, communicate with active construction teams, and safely access jobsites. Regular travel and occasional extended hours may be required to support mobilizations, deadlines, project emergencies, client needs, and field operations.
